It's often cheaper to pay the PCN in a council car park (not that you are likely to get caught anyway) than the tariff. It costs councils to enforce, those people breaking the rules should bear the cost of enforcement, not the people who obey the rules.
97% of motorists follow the rules and never get a PCN, its not difficult. The government should stop focusing on the populist topic around PCN values and properly tighten up the rules and regulation so bandits like Excel parking and the majority of smaller operators who just don't have the resources or scale to be properly compliant are forced out of business.
