PAPL issued. This really needs JR.

In the last calendar year, 40 appeals were allowed and 25 refused. Of those 25,  20 motorists stopped almost exactly in the same position as the two which were won recently by Mr Morgan.  Therefore, this whole saga must be taken to the High Court for Judicial Review. A PAPL has already been issued. I say the box at Elm Road is illegal and no contravention occurs if you stop in the overhang. Similarly, the other box at Westbury overhangs and the council's plan is wrong which they send to the Tribunal.

33. The main objective of this enforcement is to improve road safety for all users, and to
reduce the number of collisions and improve traffic flow. There is a clear trend that
the annual volume of PCNs is decreasing, which suggests that the enforcement
measures are successful.

34. Whilst the raising of revenue from enforcement is not the objective, there is a
financial implication to the Council, if there is a change to the current arrangement.
The Council needs to be mindful of the impact that this would have on the revenue
income streams that help to balance the budget.
