Who do I complain to, TFL playing silly b***ers

I've been asked to intervene on behalf of a friend who wants to scrap his car, has applied for the scheme in time but TFL are playing up.

Please read below and advise if possible.


Dear

I am resident of the ******* ward. I have applied for the £2000 ULEZ car scrappage grant on the 21st August 2023. I had at the point met all the criteria for the application. My vehicle, R****** had current road tax, insurance, I had owned the car for over 12 months.

The application was rejected on 4th September - reason for rejection was the car had no road tax on it at the point of application. The vehicle had road tax from 1/9/22 to 31/8/23. The car was taxed at the point of application. Please find enclosed a V11 document for renewal of road tax.
I have complained to TFL via the online complaints form and through my Road User Charging account on the 4th September

I have as yet received no response from TFL for either of these complaints.
I have called multiple times (12/9, 19/9, 27/9, 29/9, 02/10). They have all said that they will get back to me with a response but I have not received anything yet. The most recent call to TFL, Call handler Jamal, suggested that I re tax and re insurance the car and reapply. This is totally unacceptable as this is an error on TFL side for not processing my application and rejection on false grounds.
Please could you help me in this matter as I have had no joy with TFL complaints process.

I assume that when you applied vehicle was taxed, insured etc but you then SORNed and cancelled insurance?

If so, timing?

When did you raise the complaint, and have you got a complaint reference back?
