Speed ticket paid . Refunded and now court

Hello im a bit puzzled about what happened to me.

March 2024 speed tickets penalty arrived at my house and paid the fixed penalty of £100 (I did send via recorded delivery all the info they wanted )

Last week I received a single justice notice saying to plead guilty or not guilty for the same penalty (I did pay the fine , a bit obvious I was)

Couple of days later I received an email saying the £100 are in the process of being refunded.  I guess they want to charge me more?  Read the letter that they sent me,  they only saying the it can go to court but they're not explaining why. 

Tried to phone  the court (last Friday ) but after a couple of hours waiting on the line I gave up .

I did supply the information. They sent me back a copy of the module I've sent and checked the driving licence and every step was correct and paid within 28 days
Am waiting for another letter from them and then I guess ill have to phone citizen advice?

What you need to do is to plead guilty in response to the SJPN. In the "mitigation" section add that you were offered a fixed penalty and accepted it, complying with its conditions  by paying the £100 and submitting your licence details. Ask the court if they would consider sentencing you at the equivalent to the fixed penalty as this seems to be an administrative error which occurred outside your control.

As an aside, I assume you submitted your DL details after you had been offered the fixed penalty and did not assume that submitting those details when you first confirmed you were the driver was sufficient. You need to submit your DL details twice.

I did send via recorded delivery all the info they wanted
1/ Was this the licence holder details as required on the CoFP (not original NIP/S172 request? Dates on the tracking receipt will give a clue).
2/ Does the PO tracking indicate they were delivered or not?
IF (and that's a IF ) You fully complied with the terms of the offer you should/could plead not guilty as they are barred from raising a court case if you did.

I guess ill have to phone citizen advice?
I wouldn't, you'll get much better and more experienced advise on here.

No they think you didn't fully comply with the terms of the offer so couldn't process it.

Yes on the First two questions. I pleaded guilty tho already as I thought the meant about the penalty

Not sure what that means.

If you are sure you fully complied then you could consider changing your plea.  But you would need to convince the court you fully complied, if the Police can pull out the licence details you provided and show an omission it would sink your case.

Honestly there was the letter I signed saying they wanted the driving licence number and I followed all the steps.  I checked and re checked. And the pleading guilty form.  And the pic of the penalty with my car

There are two separate 'letters' (they have headings, using them helps us know which letter you refer to) you needed to have returned with that information, that you only have one suggests they don't have the second.

The first was the S172 response to the NIP, we know they had that as they then progressed to the Fixed Penalty offer, if they hadn't got the S172 they wouldn't have offered a fixed penalty.

Then you had to provide the details AGAIN in response to the CoFP.  Is that 'letter' in the pack or not.  Was that the one you sent Recorded? Or the first?

If you literally complied with terms of fixed penalty offer, then I think they're barred from prosecuting the same offence. Before pursuing that option it would be as well to share everything here and make sure the experts agree.
