SJPN for RTA

Last September my partner was driving somewhere new and ended up having to reverse her car in a tight road. She thought she may have bumped a van, but upon inspection after getting out of the car the vehicles were not touching and there was no damage to either vehicle.
A few weeks later she received a notice stating she had failed to notify the police of an RTA, she filled in the paperwork and sent it back. Skip forward to today and she has been sent an SJPN for failure to notify an RTA.

The facts we know:
- no damage to either vehicle
- nobody has notified her insurance company they are making a claim against her for damage
- we have not been provided with any evidence to suggest there was any damage

Pleading guilty to something she didnt do and is not being held accountable by any insurer seems silly. But pleading not guilty and being found guilty could be costly. Does anybody have any advice as to how they would proceed.

What evidence has been served with the SJPN? Crucially, what evidence is there that there was an accident?
