It doesn't really matter what you did or didn't do. You have an SJPN and you must deal with it.
That would seem to depend on whether or not the OP satisfied the statutory requirements as to providing identification details.
If, as he initially appeared to be suggesting, he provided all the required information plus the issue number of his photocard, and the CTO are being twits about it, then it would seem to be unlawful to prosecute him.
If, he provided the issue number instead of the licence number, he deserves to be taken out into the street and shot. In the face.
However, as the OP, who apparently has a copy of the information he provided in the SJPN bundle, can't remember what information he provided, I am leaning towards the latter.
