If it was addressed to YOU as the registered keeper of the vehicle it is YOU who has to fill it in sign it and send it back, naming your daughter as the driver.
You cannot just give the form to her.
As others have said if you do not yourself fill it in and sign it and send it back you end up with a whole heap of trouble for yourself as failure to inform the police of the driver is a much more serious offence and one which may/will cause insurance companies to lift your premiums very considerably.
If doing the reply by post, I'd advise you when the form is completed to copy it for your own records and then post it at a post office requesting the counter clerk to provide a proof of postage slip (which is free) and then make sure you don't loose them! you are then safe from any claim that the police did no receive the form in the post.
I can quote forsee a scenario with your suggestion where the daughter forgets about it/looses the form...whatever, and then it will be YOU who gets clobbered in court for failure to provide the name of the driver. At that point saying that you gave it to her ain't going to work.
