NIP - 71 in a variable 60 speed limit on M4

Hello,

1) I received an NIP from the Met Police today for an alleged offence of doing 71mph in a 60mph variable speed limit area on the M4 on Thursday 30th May.
I haven't had points on my license since 2018 (3 points), never did a speed awareness course, and given this is within the legal limit + 10% + 9pmh, am I correct in saying they should in theory offer me a speed awareness course?

If they do offer me a course:
- am I likely to get offered an option of virtual, or in-person, or both?
- am I likely to be offered a few dates and times to pick from? Asking so I can plan around commitments (work travel, holidays etc.)

2) Are fixed speed camera locations ever known to be inaccurate on Waze? I don't recall receiving a Waze notification on this stretch of the M4 between J3 and J4, normally they are bang on with their locations.

1)  Yes, you should be offered a course.

Based on my very recent experience with the Met, you will be directed to a website where you can choose course provider, online or not, and dates and times.

1) I've also noticed the NIP asks for, amongst other details, my email address and phone number.
Can I decline to provide these? They seem superfluous to requirements, not sure why the Met needs a phone and email address.

2) does the photo evidence have to show the variable speed limit signs and my car in the same photo? There are a few photos, including 2 of my car with no variable speed limit signs in sight; and one of the variable speed limit signs on the overhead gantries (however my car is completely obscured by two big trucks)

1. Yes, you can decline. But I'd suggest that doing anything to mark yourself out as "difficult" may be unwise. In any event, you will have to give that info later in order to book the course.

2. The photos you've seen aren't necessarily those they'd rely on in court. Not a gamble I'd take.

No, it’s only recently has this been possible at all, but plenty of convictions over the last 30 years without it.
There are motorists who have been scammed and those who are yet to be scammed!

Ok, I ended up giving them my office landline as they didn’t specify it had to be a personal mobile phone. Not comfortable with this proliferation of data harvesting by the authorities, they already have the third largest number of CCTVs per capita in the world in this country!
Anyway, the ironic thing is this 60mph limit was simply
to help with pollution, not for any other reason. (1) I’d like to see scientific evidence that decreasing the limit from 70 to 60 has a notable impact on pollution, especially as this was next to Heathrow. (2) electric vehicles such as mine should be exempt in this scenario. If the argument is “pollution” then there’s no reason you should discriminate between petrol/electric in central London, but not on motorways.

1/ It depends on the car, some cars emit a lot more NOx at 70 than 60 (mostly smaller engined cars), some do not, noting that it requires circa 1/3 more power to do 70 than 60
2/ That's wholly impractical and is now just a flame pit rant and the law is what it is.

It is a very well signed limit.
There are motorists who have been scammed and those who are yet to be scammed!
