Its a called "Review a magistrates' court decision", on the .gov website.

Might have been helpful if you'd mentioned that in your first post.

Did you explain to the court staff that you were unaware of the court proceedings?

I think they've sent you the wrong link and they should have given you this one - https://www.gov.uk/appeal-magistrates-court-decision/how-to-apply - which is about making a statutory declaration when you've been convicted in proceedings you didn't know about.

Court staff aren't lawyers and don't always give the most appropriate "advice"...

If you had a case for a criminal offence heard in a magistrates’ court in England or Wales (search for the court) you can ask the court to review it if:

you want the court to review the amount you were fined

you did not receive any notice from the prosecutor and did not know about the case against you

How long have you been abroad, which country, proof of arrival there such as passport stamp? Are you aware that as you are currently banned from driving in the UK that also bans you from driving outside the UK unless you have a non-UK licence.
Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.
