ECP notice to owner

Hi there,

A driver parked at the ECP car park in Glasgow, and the vehicle owner, who resides in Scotland, has received a Parking Charge Notice (PCN) for £100. It appears the vehicle overstayed by 1 hour and 17 minutes.

There is a short stay allowance in place, but it’s a busy area surrounded by shops, and the enforcement seems quite harsh. The practices of private parking operators in such areas often feel unfair.

Could you please advise whether it makes sense to pay the charge? I’ve attached photographs of the documents received by the vehicle owner for your reference.

No, it only makes sense to pay if you like giving money to people who ask for it, if so can I have some please?

There is no keeper liability in Scotland so make no contact, and do not in any way identify the driver.

"Notice to Owner"???? How on earth do you imagine they can prove that the person they sent that speculative invoice to is the "owner"? Did they do a search of the official register of vehicle owners on the UK?

I suggest that the Keeper of the vehicle who received the Notice has a read of the front of their V5C registration document and tell us if they have not noticed the wording on the front:



As there is no Keeper liability in Scotland and ECP have no idea who the driver is, they have nowhere to go with this. I advise the recipient to ignore it and all subsequent debt recovery letters. Debt collectors are powerless to so anything except to try and persuade the low-hanging fruit on the gullible tree to pay up out of ignorance and fear.

Ignore everything to do with this and it will eventually wither on the vine. Nothing can happen to the Keeper in Scotland.
