You MUST be accurate when you describe the situation. Here you state: "
...in the appeal they said the parking fine was given fairly...". That is not accurate at all. I will place £100 on the fact that there is no mention of the word "fine" in any of the correspondence relating to this PCN.
Please read this and then provide accurate details of what happened, preferably with images of the original Notice to Keeper (NtK) and precisely how you worded your appeal and their response.
