PCPEA - QA hospital Portsmouth faulty ticket machine

Hello.
Flush with success early in the week, another member of the family has decided to try and rain on my parade and a NTK has arrived from Private Car Parking Enforcement Agency today.
Parking at QA hospital Portsmouth, using ANPR.
Driver arrived at car park, dropped off some flowers and went to the ticket machine to pay.
Total time in car park 24 minutes, free time offered 15 minutes.
However, driver approached ticket machine, entered reg number and ticket machine went to next customer please screen.
Driver went to leave car park, barrier raised automatically, driver left on their merry way.

Alleged contravention date 25/02/2024
NTK received 06/03/2025

I have approached PALS, but they are very understaffed and I wondered if there was anything I could do in the meantime.

Irrelevant (?) info: someone on local FB group said they got a ticket, rang the company and spoke to someone who said that “hundreds” of tickets had been sent out due to “human error” and promptly had the ticket cancelled.
While I admire this well meaning citizen for what they have done, I cannot verify it as correct.

Fun irrelevant (?) fact, the ntk is addressed to a minor who is 11 years old through the motability scheme.

Any advice or help gratefully received.

Great news, PALS have setup an automated reply dismissing any correspondence relating to parking.

So I am into the realms of the appeal system.

Any help greatly appreciated please regarding challenging this ticket.

The driver would have been happy to pay the £2 fee, but the machine didn’t play ball and the barrier automatically raised upon approaching the exit.

To bring this to a conclusion, I rang and expressed my disappointment with PALS, politely of course.
I found out that PCPEA are Parkshield.
Then I rang Parkshield, on the basis of getting a ticket through the post when the machine had said all was good and the barrier allowed exit.
Parkshield confirmed the Driver was there for 23 minutes, 20 minutes "free parking" and a 10 minute "grace period" meant that the driver had left within the allowable time, hence the machine asked for no money.
Parkshield admitted the ticket was sent in error and cancelled it while I was on the phone to them.#
A result.

Good result ultimately but there's no way that should have been issued in the first place, sounds like the equipment worked correctly but their back end processes should never have issued a PCN. You could try a formal complaint, probably to the hospital as Parkshield are an IPC member so you probably won't get very far with them. If enough people complain the hospital might consider not renewing their contract with Parkshield and getting a more organised contractor in.
