PCN NCP Drop off Birmingham airport late exit

Hello, new to the forum hoping for some advice please. I have received a parking charge letter for NCP drop off at Birmingham airport as the registered keeper of the vehicle. The free period for the drop off is 10 minutes. On the letter, Entry time is 16.32, exit time is 16.45 - only 3 minutes more than allowed. Though I appreciate it is later than the allowed time, this was minimal. Anyway, the letter says date of sending 30/3/26, pay by date 27/4/26 and I have 14 days to pay the reduced fine of £60 otherwise it will be £100 but I only received the letter on 29/4/26. Is there any way to appeal this and actually not pay it at all please? I much appreciate any help. Thank you Kindly.
I know I should upload pics of the letter but I can’t seem to find an option to do so. I would appreciate instructions on this if needed. Thanks

Thank you very much. Yes, I had seen a post about Manchester airport but was unsure if the relevant land but applied to Birmingham too or any other airport. Thank you. Do I need to mention the fact that the letter arrived to me after the pay by date? Thank you.

If you give them multiple reasons they will sieze on the ones they can rebut and simply ignore the others.
Give them just one reason.

Just about all airports have land subject to statutory control under byelaws and are therefore not “relevant land” under the provision of PoFA 2012. Parking companies sometimes allude to land ownership as reason why particular parts of land, eg Starbucks etc. at Stansted, aren’t covered, but they’re wrong. Sometimes you need to research the byelaws and the land covered, but in this particular case it’s clear. There are multiple documented cases for Birmingham Airport on this forum.
