The registered keeper has received the attached PCN (this has been redacted solely to remove personal details) plus the supporting evidence. I have also provided a copy of the nearby sign and a copy of the page on the online portal.

The driver was stopped for fewer than 10 minutes loading and unloading the vehicle to a nearby apartment.

The registered keeper has now received a PCN for parking; you'll see from the attached photos that the observation period is fewer than 8 minutes. The driver returned to the vehicle while the operative was taking photos. The operative explicitly stated that no PCN had been issued, yet this postal notice arrived shortly after.

At present no response has been made by the registered keeper to this PCN. I note that Annex B of the Code for IPC (see page 35 here: https://irp.cdn-website.com/262226a6/files/uploaded/sector_single_Code_of_Practice_Version_1.1_130225.pdf) provides a consideration period of 5 minutes, but there's no mention of loading and unloading and no loading/unloading area is provided.

I am also wondering whether Jopson v Homeguard might be helpful here.

Please can you let me have your thoughts as to the best course of action as to next steps; in particular, I'd welcome your thoughts on whether to lead with no contract formed due to the short duration, or loading for this residential site. I am happy to provide further information.
