CPM parking notice in North middlesex hospital

received a parking charge notice while attending an appointment which was cancelled, The car was parked near a fence not a bay because they were doing building works there were quite a few cars doing the same. There were no visible notices around or red lines parking was paid for.

I would appreciate some help

Just a few pointers firstly the best way to deal with this is getting PALS to cancel if you approach them and plead your case.
Secondly if the lines are not clearly visible then their terms and conditions are not valid.
I have tried to locate creditor details but having difficulty this is required.
Try PALS and then appeal as Registered Keeper only.
