PCN FOR PARKING IN HOSPITAL PRIVATE CAR PARK ALLEGES NONPAYMENT
I am disabled wheelchair user and a visitor to a CCTV HOSPITAL CAR PARK, PARKING IN A INACCESSIBLE DISABLED BAY NOT MEETING DISABILITY REGULATION ie There is no dropped kerb or access YELLOW zone EITHER SIDE OF PARKING BAY, meaning you could not access the footpath from the vehicle or get out of the car as straight onto a raised grass and kerb The bay has no access for a wheelchair transfer due to kerb directly next to parking space, no yellow lines. Hardly any space to reverse out of space due to shed storage in the way as pictured at The REAR. On leaving the car park you have to register your disabled badge for free parking via teh machine. the payment machine was mounted at a height too great to reach from a seated position, and so the registration input was inaccessible in practice. I tried to enter the reg etc, your arm gets weaker teh higher you lift your arm so you might hit wrong digits , or get no response eventually thinking you have it all correct and thought it had all gone through ok, but The machine provides no receipt, leaving me uncertain whether my vehicle was recorded or not. when you try to re input it tells you the disabled badge is in use so you just pray it has accepted it. only this time my dreaded fear was met with a ticket in the post. I noticed from PCN pictures sent to me that the plates were both white as in the pictures were of the front of teh vehicle only. No yellow for teh rear which seemed odd. It is addressed to a name, not notify teh driver ? not sure if this makes any difference. Just annoyed as really didnt trust thsi machine and feel it is discriminatory to disabled and small people as you have to type information in at teh top height of the machine when I have weak arms etc and difficult or impossible to keep height with arm. advice welcome attached pictures and car spaces not meeting car parking standards.
