Hello,

I am the registered keeper for a vehicle that received a PCN at Reservoir Way, IG6.

I was not the driver, I am based overseas.

The driver was visiting their sister, who had suffered the sudden death of one of her dogs a few days previously. The death was unexpected as the dog was 3 years old and was otherwise in good health. The driver was also very upset by the death as they were both involved in choosing the dog which was only a few months old when it joined the family. The driver had travelled from home to support the sister (who lives alone) with things such as funeral arrangements, vet visits and to offer comfort.

The driver parked at the roadside because the single visitors bay was unavailable and all other options in the vicinity were also not possible to use. The car was only there for a short time according to the PCN, and it was displaying a valid permit.

I appealed via PCM's portal but it has just been rejected. I am expecting a second PCN to also be rejected. The grounds of my appeal were based on the family bereavement and that the fine is disproportionate.

I want to attach the notice and sign, but I do not know how to.

You need to use an external host for the images.

You say you are based abroad, but presumably you have a UK address where the car is Registered?  Are you likely to be back in the UK in the future?

The car is registered to my UK address and I come back about 5 times a year for short periods.
