PlanA is to get the landowner to cancel the PCN. You can usually find the landowners managing agent info on the big advertising plinth somewhere near the entrance to the retail park, or you can try and use auntie Google.
You should also send a written complaint, preferably by email, to each of the retailers where you spent money and tell them about your disgust and anger at being invoiced for £100 by an unregulated ex-clamper parking company simply for being a patron of their stores and that they should pass on to their landlord that this is likely to affect their future sales and that you are in mind to return all the items purchased in protest as this extortion.
So, when you've done that and made your complaint to the landlords managing agent,, if that doesn't get the PCN cancelled, you can then appeal to GroupNexus (CP Plus Ltd). Their Notice to Keeper (NtK) is not fully compliant with PoFA and so they cannot hold the Keeper liable, only the unknown (to them) driver. You will be appealing only as the Keeper and any reference to the the driver will be in the third person.
