NPC (National Parking Control) – 3 x PCNs received when permit fell from dashboard.

Hi everyone,

I am seeking advice regarding three consecutive Parking Charge Notices (PCNs) issued by National Parking Control (NPC) at Bruford Court. The registered keeper of the vehicle has not identified the driver in any communications (no appeal has been sent yet). These were received on a weekend where the valid parking permit had fallen from the dashboard, hence the consecutive three days of PCNs.
Key Facts:
- Land / Location: Bruford Court, SE8 3BP.
- Operator: National Parking Control Group Limited (NPC).
- PCNs Issued: Three separate notices issued on consecutive days (15th, 16th, and 17th August)
- Alleged Contravention: "All vehicles must hold a valid NPC e-permit or clearly display a valid permit in the windscreen".
- Status: I rent a parking space at this location under a parking space lease agreement. I do not reside in the residential block itself, but I hold full paid contractual rights to use the space.

How should I appeal these to NPC so they get cancelled?

There appears to nothing in your lease agreement regarding the displaying of a permit. However you have a permit which you say the permit fell off. You need to appeal as the RK stating that the leaseholder of the parking space has no legal obligation in the contract to display a permit and that the contract overrides their rights to instruct the renter to display one. You could also inform them that you are the holder of an E permit which was displayed but apparently was dislodged. You can provide a copy to show good faith.  You can appeal to IAS but there is little chance of success.

Worth a try with the landlord to see if the will cancel.

The NTK look compliant with POFA for keeper liability, they might cancel if you appeal with copy of the permit, but probably not - if you do so, do as keeper only, best not to close off any failure of transfer route.
