Notice of debt recovery / UK PARKING CONTROL

Hi, the driver unknowingly committed an offence on the 18/03/26. They unknowingly stayed over an hour at what they thought was a free 2 hour stay carpark no return within 2 hours however parking conditions state after 10pm maximum stay is 30 minutes. This was not made apparent to the driver as there were no signs stating this nearby and quite frankly does not make any sense as there are many places open until 11 in the same retail park. The driver was supposed to appeal this penalty however life got in the way, things got very busy and honestly forgot about it. The time to appeal has now passed and is now unsure on what to do. Can this still be appealed? Or does it have to go through to court once things are passed onto debt collectors

Too late to appeal.

Can you post the original PCN? There may be deficiences in it which can be used in a defence.

The driver didn’t commit an offence, by the way. The driver entered into a contract by reading signs and by parking. The invoice is for payment under this contract. If the signs are not clear then that is a further defence point. Can you get pictures of them, taken at about the same time of day?
