Partial Payment at NCP Cambridge North - Debt Collection

Hi All,

The vehicle that I am registered keeper of parked in Cambridge North Main Car Park on 10th January 2025.  The parking was paid 10th January 25 - 18:16 for one hour until 19:16.

The vehicle entered the car park at 17:21 and departed at 18:43 thus part paying has been claimed.


The first letter that was received at my address was the NCP letter in the attached url.  I have been to the link provided which said it was not possible to pay.

The second letter was received on the 8th April and now demands £170.

This is the only communication that I have received.

Any help on this would be greatly appreciated as I am not sure what to do now.

You ignore Trace and any other bottom-dwelling debt recovery company. They are powerless to actually do anything except try and make the low-hanging fruit on the gullible tree okay up out of ignorance and fear.

The main reason someone doesn't find out about a Parking Charge Notice (PCN) is because they have not updated their address on their V5C. If you have moved and only updated your drivers licence, that does not update your V5C which must be done separately. You can go online and double check and even change the address if you hadn't done so.

However, NCP only gets one bite of the cherry and cannot go back for your DVLA data a second time. Trace probably did a credit reference search and found you that way. Your probe is that now NCP will hold two possible addresses for you which is never a good thing.

Whilst it will be too late to appeal at this stage, you can get around that by submitting a formal complaint to NCP. However, before you do anything, understand that you received a PCN for parking on railway land which is not relevant land for the purposes of PoFA, which means they cannot hold you, the Keeper, liable for the charge. Only the driver can be liable and they have no idea who the driver is unless you blab it to them, inadvertently or otherwise.

You now have two things to do. First is to send NCP a Data Rectification Notice (DRN) instructing their DPO to update their records with your current address for service and erase your old address. The highlighted words are there for a reason, so use them.

The second thing you need to do is send a formal complaint to NCP which they are obliged to treat as an appeal. NCP are usually pretty benign and will cancel PCNs, especially where they cannot rely on PoFA to transfer liability to the Keeper.

Send the following formal complaint to NCP at appeals@ncp.co.uk. and CC in yourself:

I did not receive a Notice to Keeper. The first and only correspondence received was a debt collection letter from Trace, dated 8 April 2025. That is how I first became aware of this matter.

This location is railway land, and therefore not relevant land for the purposes of the Protection of Freedoms Act 2012 (PoFA). Accordingly, there is no keeper liability, and I will not be naming the driver.

The driver made a payment for parking. That is the end of the matter.

You can either cancel this charge or proceed to pursue a party with whom you believe you have a contract. Any continued pursuit of the Keeper will be reported to the DVLA and BPA for misuse of data and breach of the Code.

A Data Rectification Notice has been sent separately to your Data Protection Officer.

Firstly, Thank you so much for the depth of your response.

Secondly, I have a few questions before I go ahead.

I dont want to lie, and technically, I got the NCP letter before the debt letter.  Am I free to modify that sentence?

In regards to this being railway land, is that something that you have been able to look up?  (thank you so much if you have)

You have said in the suggested response that I will not name the driver but we have said that the driver made payment - are they able to check the name on the paybyphone account which made this partial payment?

Finally, the v5c and my driver license do have the correct address on them - should I still send the DRN?

"Cambridge North" is the train station car park. It is land under statutory control (railway byelaws) and so is not relevant land for the purpose of PoFA. You are not the first to receive a PCN at this location that we deal with.

I did not see the second image that you posted. Perhaps it would have been netter had you posted the earlier letter first! As the "final reminder" was posted to your correct address, you do not need to send a DRN to NCP. You do continue to ignore anything and everything from Trace.

Here is an amended formal complaint you should send:
