You never quite know with POPLA because instead of the Tea-boy, you may get one of the very few experienced and knowledgeable assessors. Also, you also get the satisfaction that it will have cost the operator ~£30 for the assessment unless they concede the appeal.

Oh I didn't know they had to pay POPLA :D

POPLA is funded by the parking companies, as is the IAS, so neither is independent, but POPLA upholds more than 4% of appeals at least. It’s an incestuous and compromised system.

As well as costing the operator, in either case the outcome is not binding on you but is binding on the operator.

Unbelievable! I just got an email from Popla that ECP has withdrawn the appeal:

The operator has contacted us and told us that they have withdrawn your appeal.

If you have already paid your parking charge, this is the reason your appeal will have been withdrawn. Unfortunately, you cannot pay your parking charge and appeal, which means that POPLA’s involvement in your appeal has ended. You will not be able to request a refund of the amount paid in order to resubmit your appeal to us.

If you have not paid your parking charge, the operator has reviewed your appeal and chosen to cancel the parking charge. As the operator has withdrawn your appeal, POPLA’s involvement has now ended and you do not need to take any further action.
