Debt recovery plus letter with no PCN issued

Hello,

I received a debt recovery plus letter for a payment of £170 for a parking charge at a railway station from APCOA back in October 2025.

This is the first I’ve heard of it and haven’t received any PCN.

My car is still registered at my parents house, so any letters are sent to theirs. My parents are adamant this is the only letter received.

What shall I do?

This is in the wrong place, I have asked the Mods to move it.

Railway land parking contraventions before 26/12/25 are not relevant land for transfer of liability to the keeper, and APCOA don't generally litigate, so it will probably go nowhere, but there's always a first.

But you could send a complaint to them to say you never received the original PCN and get them to send it. You can then send an appeal, as keeper only, on the basis of not relevant land so they can't hold you liable as keeper.
