This was my appeal to NCP:
I am the registered keeper of the vehicle in receipt of the Parking Charge Notice.
I note that your Notice to Keeper fails to comply with the strict requirements set out in Schedule 4 of the Protection of Freedoms Act 2012 (PoFA). As a consequence, you are unable to transfer liability for the alleged charge from the driver to me, the registered keeper. There is therefore no lawful basis upon which I, as keeper, can be held liable.
For the avoidance of doubt, I am under no obligation to identify the driver, and will not be doing so.
Given that you cannot rely on PoFA to pursue the registered keeper, I require that you cancel this Parking Charge Notice immediately.
Should you choose to reject this appeal, you must provide a detailed explanation as to how your Notice to Keeper fully complies with Schedule 4 of PoFA 2012. You must also provide all evidence on which you intend to rely, together with a valid POPLA verification code so that the matter may be referred to the independent appeals service.
I do not consent to the processing of my personal data beyond that which is strictly necessary for the consideration of this appeal.
