Hi all, I am in a bit of a pickle with a private parking PCN (England). I was issued a PCN for parking at a friend's place by Civil Enforcement (www.ce-service.co.uk). The problem is, the parking registration requires you to register your car through the building reception. The screen to register cars is behind a reception desk.

On the day in question, when I went to the building reception - no one could be found attending the desk and so I waited until someone came to register my car. To note - there isn't any confirmation given to your email/text to ensure that the person entering your registration details infact entered the details correctly. So, there is a high likelyhood that they might have mistyped it - not my fault. I appealed against the PCN to Civil Enforcement, but unfortunately they rejected.

In the rejection letter they offered me a reduced rate settlement of £20 for 14 days, or appeal to POPLA within 28 days. The letter emailed to me at the EoD on 20th September, so I assumed I would have at least until 4th October if I decided to settle the case at the reduced rate. To avoid the hassle of escalting the matters through POPLA (which I understand is an organisation formed by the private parking companies, and not a gov org), I wanted to make the £20 and get it over with.

Surprisingly, when I logged in to make the £20 payment (on day 13), I could not find any option to pay £20. Rather, the amount listed against the PCN is £100.

I could not find any publicly available contact information for CE and so I am afraid, I won't be able to raise this issue with them before the payment deadline passes. However, I did find a webpage through which I can submit a complaint to CE. This seems to be the only way to reach them.

Has anyone faced any such similar situations? Any advice on what course of action I should take would be much appreciated!

It would also be useful to see your appeal and their rejection (it's somewhat unusual to get an appeal response on a Sunday).
