Looking to sense check the approach and would be grateful for any advice on next steps.
The driver parks at an Everyone Active leisure centre each week for an hour to play football outdoors, on this particular week it's likely that the driver did not enter the leisure centre and therefore did not input the vehicle reg into the touchscreen system. A PCN was issued to the registered keeper. The registered keeper was not the driver and has not responded to any correspondence from Civil Enforcement Ltd. The registered keeper does not currently have a copy of the original PCN.
The claim form issue date is listed as 10/07/26, which the keeper received on Sat 18/07/26.

The keeper's initial plan is to confirm AOS in the next couple of days and then simply state that the keeper was not the driver. Should a SAR be raised to request a copy of the original PCN? Any other advice or suggestions would be much appreciated.
