Can’t lodge an appeal or pay fine

Good evening. I’ve received a PCN today. It’s from 9th June and if I don’t pay by 27th June, it increases from £60 to £100x

I believed that I had paid (I scanned my card) but no payment appears to have been taken from my card. On this basis, I do not dispute that I have not paid.

Where the challenge comes in is that when I scan the QR code, a statement appears that says the fine has already been paid/an appeal has been lodged. I have done neither.

If I access the website, or call the number, a message appears to say that it can’t locate the details.

The company is parkmaven.

Does anyone have any advice please?

I will pay it for you if you can show me the word "fine" anywhere on the paperwork you've received. It is not a "fine". It is simply a speculative invoice from an unregulated private parking company for an alleged breach of contract by the driver.

It isn't for £60. It is for £100 but discounted to £60. The £40 bribe is to get the low-hanging fruit on the gullible tree to pay into their scam without them having to deal with the nuisance of responding appeals.

Stop fretting about this. Parkmaven are nothing but a bunch of ex-clamper scammers and you sound as though you are gullible enough to pay them. Why? You've already been advised over on the MSE forum not to pay it.

Show us the NtK with just your personal details, PCN number and VRM redacted.

If you are trying to pay the PCN and you are getting a message that  the PCN details cannot be located or that it has been paid then why are you so stressed out? It is likely that Parkmaven cancelled the PCN already.

Where was the location? Are there any signs that have the name "Bransby Wilson" on them?

My alarm bells are ringing!

How could you receive a PCN 15 days after the event?

Don't go any further than to clarify who is 'you' and whether this PCN is actually addressed to you or whether it's been forwarded by the actual registered keeper and whether perhaps you're a hirer or simply driver.

The PCN pl, leave in everything except the PCN no. and the addressee but confirm who this is.

Simple answer which fits the sketchy facts is that the PCN isn't addressed to you but is the RK's and it is they who have paid or appealed and forwarded to you.

This is common with any form of lease or finance. They will usually charge an admin fee as well.

Details will be in your agreement with them.

(It is the case that clauses are often poorly worded when it comes to private charges, there is also an issue whether a properly worded clause may be a breach of the consumer rights act but both those points are purely contractual between you and the supplier of the vehicle and nothing at all to do with the parking company).
