Bank Park Rejected my Appeal

Hi Team,

I was recently issued a parking ticket after entering your underground car park, driving around to look for a space, and then leaving because there were no bays available. It took around 17 minutes to realise there was no realistic chance of finding a space due to the long queue of vehicles, yet I was still issued with a parking charge. It is an underground car park with a single combined entry and exit route laid out as a large one-way loop, so once you drive in you must follow the full circuit before you can leave, meaning I had no option but to remain on site while slowly queuing behind other vehicles that were also unable to find a space. During this time, vehicles were blocking the route and waiting for other cars to leave, so I was forced to wait in the queue with no ability to exit or park, which further extended the time my vehicle was recorded within the car park without actually being parked.

I also provided evidence that I exited the car park and later returned, parked for two hours, and purchased a valid ticket for that stay in the same location, but this was not taken into account. I requested proof that my vehicle was actually parked during the initial period; however, my appeal was rejected without any explanation or supporting information.

I now understand I have two options for further appeal: IAS or POPLA. Based on this situation, could you please advise which route would be more appropriate for me to pursue?
