33. The main objective of this enforcement is to improve road safety for all users, and to
reduce the number of collisions and improve traffic flow. There is a clear trend that
the annual volume of PCNs is decreasing, which suggests that the enforcement
measures are successful.
34. Whilst the raising of revenue from enforcement is not the objective, there is a
financial implication to the Council, if there is a change to the current arrangement.
The Council needs to be mindful of the impact that this would have on the revenue
income streams that help to balance the budget.

BTW: with the NOR was contained a letter stating one could appeal within 14 days of the service of the Notice of Rejection. Rather difficult as that was dated 9th December 2025. These people in Dingwall (APCOA) must watch too much Doctor Who.

Outcome: they cancelled the PCN and by Order of the Chief Adjudicator the appeal has been withdrawn thus concluding the matter.    ???
