33. The main objective of this enforcement is to improve road safety for all users, and to
reduce the number of collisions and improve traffic flow. There is a clear trend that
the annual volume of PCNs is decreasing, which suggests that the enforcement
measures are successful.
34. Whilst the raising of revenue from enforcement is not the objective, there is a
financial implication to the Council, if there is a change to the current arrangement.
The Council needs to be mindful of the impact that this would have on the revenue
income streams that help to balance the budget.

Phillip Morgan has been updating Jacqui Kerr about the ongoing situation with the "double box junction" on Kingston Road in New Malden as he prepares to head to court to represent drivers...

At the end the spokesperson mentions that the purpose of the box junction is to enable drivers and cyclists to turn right into Elm Road. Guess what, it is closed at present.
