Nothing will happen until after the upcoming JR and even then depends on the outcome.
The only way that TFL is going to repay any substantial amount is if a higher court finds that they have been really naughty.
Most I can see is that they could be pressured into refunding PCNs that have been issued after this issue was brought to light
