The judgment is on the link below, Glasgow City Council challenged the Tribunal's decision to say that LEZ Penalty Notice must be sent using tracked service but Court of Session disagree.

Worrying but in this case understandable. A lengthy read but reading between a lot of the lines, had the recipient of the PCN not been so quick answering, he may well have won his case.
