A motorist who lost an appeal over a yellow box fine vowed to track down the adjudicator who heard his case and blow up his offices, a court has heard.

James Brooke, 43, sent a menacing email laden with expletives to Carl Teper after the adjudicator ruled that he was correctly given a penalty charge notice (PCN) when his vehicle was filmed coming to a halt in a north-east London junction.

Alexander Campbell, the chairman of a panel of three magistrates, gave Brooke an 18-month conditional discharge...

Sadly, Mr Teper has experienced this kind of conduct before. As a Judge.

In the days of PATAS, I witnessed foul language and papers thrown at one adjudicator after the appeal was refused. Security stepped in and the next case was mine as representative.  But this is extreme.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
