Update, I submitted an informal rep on the Council's horrendous website for my PCN on 5 March 2026, with my earlier position above in terms of visibility and timing for the signs for my driving route. This was assuming I was opting-in for the reduced penalty deadline if unsuccessful. edit: which was still showing at the time of submitting the rep.
I then received an email stating the Council will hold my case at current stage and respond, unless at bailiff stage or NoR (see message quoted below).
Ever since I have not heard back in the post or email in over two months. I just had a look at their website again to check the status of my PCN and it appears the penalty is now showing the full £160 amount on pay option and "outstanding". There is no record of my informal rep on there and it is unclear what comes next. I recall there were timelines for the Council to respond but did not expect that nothing comes after two months. I also deem the penalty shown incorrect now, as I have their confirmation on email.
Where do I stand with this?

Thank you for using our on-line portal regarding the above Penalty Charge Notice (PCN). We can confirm that your case will be held at the current stage while we consider what you have told us. The charge will not increase while we investigate your case and our response will be sent by post as soon as possible, unless:
• Your PCN is at the Enforcement Agent (Bailiff) stage in which case you should urgently contact the Enforcement Agent directly.
• You have been served with a Notice of Rejection from us which sets out the statutory options available that you need to follow. In these circumstances, there is no provision for any further review, and we will be unable to make further contact with you until the case progresses to the next stage of the statutory process. If you decide not to follow the statutory process, the case will continue to progress in line with that process in the normal way.
If you have any concerns regarding the processing of your PCN, please do not send further correspondence through the PCN portal or by email, as this will have the effect of delaying a response. We deal with communication received in date order. Further communication received on a case may therefore override and place the case file to the back of the queue for reply.
