Private parking tickets / Re: Southend Airport Express Drop Off
« on: October 02, 2026, 10:51:43 pm »
Hello,
My car was used to pick someone up from Southend Airport Station this evening. The driver pulled into the express drop off area as there are no signs saying about charges. In the area, there are signs everywhere saying don't forget to pay, but from what could be see, not a single one saying what the charges are, just saying 10 minutes max stay. There is a pay machine near the exit, but this requires a ticket and does not list charges for the express drop off area - it appears to be for the neigbouring short stay.

I will pull the dash cam footage tomorrow to grab details of visible signage.

Having googled since leaving, it turns out that there is a £8 fee.

Based on the lack of signage, and airports being relevant land, are we likely to win an appeal when the inevitable ticket arrives, or should we suck it up a d pay the £8 fee? The vehicle was stationary longer trying to find signs than the time for the passenger actually getting into the car!
Looking at the Southend Airport website you've got until midnight tomorrow to pay the fee, so it's not too late to deal with the matter before it escalates.

For clarity: When you lease a car through the Motability scheme the V5C is issued in your name but sent to Motability.

So the original S172 request would have gone to Motability and they would have given the details that were provided to the dealer at the time of signing the agreement. As such, the OP will likely have received the second S172 request, so the 14 day limit doesn't apply.

If your contact details change, you can update them on the Motability website or by phone.

For me, reading the sign, on an Event day, only permit holders are permitted to park in the bay between Noon and 9 pm. So when there are no event days, one can park there on any day of the week.
The key thing with Event Days is the date of the next event has to be on a sign, usually at the entrances to a Controlled Parking Zone.

Please post a GSV link to the location.
I'm not sure what direction the OP approached from, but it's likely they passed the entry signs here, here, here or  here and Enfield are generally pretty good at updating the dates.

How do you know your parking location is not in a CPZ ?
Whilst Broad Walk is partly within a CPZ, the zone entry signs are closer to The Green (just short of the junctions with Seaforth Gardens and Downes Court) and the OP was parked outside number 25 (which is opposite number 50.) The CPZ has been in force since 2004, and I'd guess the additional waiting restrictions were introduced at the same time, so finding the original notices and plans is difficult.

*The code in the CEO pic is correct but I can see an inconsistency - your receipt says Enfield Highway but I think you were in Brick Lane as per the PCN?
Doing a quick look at other nearby bays, Enfield are using the same location for all the local on-street parking bays, regardless of what road it's on.

For example: Green Street and Hertford Road..

The OP appears to be parked on Double Yellow Lines (thumbnails in the original post are too small to be clear), which would explain the Code 01.

Dropping off medication is unlikely to be accepted as informal reps I would have thought, but stranger things have happened!

The Flame Pit / Amended Railway Byelaws from 26/12/2025
« on: December 06, 2025, 02:42:01 pm »
Thanks to an eagle-eyed poster on another forum, it's been spotted that an updated version of the Railway Byelaws is due to come into effect on 26/12/2025.

The relevant Statutory Instrument can be found here.

There are two material changes: An explicit ban on E-cigarettes and the splitting of Byelaw 14 (relating to parking) into separate Byelaws for England & Wales, and Scotland.

Byelaw 14A (relating to England and Wales) reads as follows:
Quote
Traffic signs, causing obstructions and parking in England and Wales

(1) This Byelaw applies only in England and Wales.

(2) No person in charge of any motor vehicle, bicycle or other conveyance shall use it on any part of the railway in contravention of any traffic sign.

(3) No person in charge of any motor vehicle, bicycle or other conveyance shall leave or place it on any part of the railway:

(i)in any manner or place where it may cause an obstruction or hinderance to an Operator or any person using the railway; or

(ii)otherwise than in accordance with any instructions issued by or on behalf of an Operator or an authorised person.

(4) Any motor vehicle, bicycle or other conveyance used, left or placed in breach of Byelaw 14A(2) or (3) may be removed and stored, by or under the direction of an Operator or authorised person.

(5) A motor vehicle, bicycle or other conveyance may also be removed and stored, by or under the direction of an Operator or authorised person if such Operator or authorised person reasonably believes doing so is necessary:

(i)to deal with an emergency;

(ii)to allow access to persons or vehicles to enable maintenance of the railway to be carried out; or

(iii)to enable the safe and efficient operation of the railway.

(6) In this Byelaw:

(i)a traffic sign does not include an object or device for conveying the rules of a contractual parking scheme; and

(ii)an instruction does not include any instruction conveying the rules of a contractual parking scheme.
Part 6 is new and appears to be an attempt to extend PoFA Schedule 4 to railway land.

GSV Location: https://maps.app.goo.gl/mLpJhDvfMRowErrPA

Unfortunately this area is a cash cow for Enfield due to the number of eateries on both sides of the road. If you spin the GSV around, you'll see four cars parked on the Taxi rank in the middle of the road as well.

There were previously P&D machines on both sides, but those have been removed in favour of Pay by Phone. Whether the TRO has been updated to reflect that I couldn't say.

The zone entry signs are on Silver Street by St Aldhelm's Church and the entrance to Millfield House, and Enfield are usually pretty good at keeping the dates current.

That said, the most recent GSV image shows the one on the Church side as having been rotated so it's not facing oncoming vehicles and the sign on the other side could easily be obscured by a large vehicle.

Approaching from the other end of Silver Street, the zone entry signs are just after a bus stop.

This is a new restriction that was introduced - along with a Resident Parking Zone - on Monday 3rd March 2025. The TRO has yet to make it onto the TPT website, but can be found here.

Supporting documents are here, with Plan HBN01-2024-3 showing the extent of the verge and footway parking prohibition.

Not directly relevant to the appeal, but another thing that leans towards the wrong service having been used is that the tariff gives a minimum charge of £3.00 for up to 2 hours, but the APCOA charge is only £2.35 - presumably including a convenience fee.

I'm not entirely sure where the Driver paid for though, as I can't find a location with the same code on their website. It's definitely not in Nottingham, however.

Non-motoring legal advice / Re: Excess car hire insurance
« on: March 15, 2025, 12:39:05 am »
The main issue with Excess Cover is that if you're involved in an incident that results in a claim, you have to pay the hire firm's excess (usually at least £1000) and then claim it back.

You may also need to pay a higher deposit when you collect the car.

After two hours, while in town, I opened the YourParkingSpace app to purchase more parking time.

The app refused to let me buy parking time, displaying a message “Unfortunately, all of our allocated bays have been booked at this time. To guarantee space in future, please pre-book in advance.”

This makes no sense to me, when the vehicle had been parked in a marked bay throughout.
YourParkingSpace only allow a certain percentage of spaces to be booked, based on historic ANPR data. Once that limit has been reached, they don't allow further bookings even if you're already on site.

The signage could definitely be improved to make that clear.
