I think @maks might find it very helpful if one of the forum members (all of whom are more knowledgeable than me) posted one of those useful links that actually explains the procedure step by step from receiving a PCN to the end.  I'd do it myself if I knew what I was doing regarding PCNs but I don't know what I'm doing.

The OP's first language obviously isn't English and he clearly hasn't a clue as to how all this works.  (He reminds me of Captain Haddock ranting in a TinTin cartoon soemtimes)

The  English grammar and punctuation isn't that bad and doesn't suggest it's written by someone whose mother tongue isn't English.

IIRC, the speed shown on the ticket is after the 5km/h reduction is applied (5km/h up to 100km/h, then 5% for 100km/h+). So your speed would have been 57km/h, reduced to 52km/h for the notice. 300 Euro seems high for that sort of speed excess though. Was it definitely 52/50 and not 52/30?

@baroudor was fairly knowledgeable on the French penal system, but I'm not sure of he is still on here.

You were clocked at 57 km/h with 5 km/h 'margin of tolerance' taken off to result in  52 over the limit.

If you are resident in Portugal with a Portuguese registered car you should have received an Avis de Contravention at your Portuguese address. The €300 penalty suggests it is a second penalty notice which has increased because the original Avis was ignored.

You can pay or expect a further demand shortly for a higher penalty.  The details of the offence will be held on a permis virtuel (ghost licence) which could be accessed should the car be stopped in France.

Edit:  I've just checked.

Penalty for 52 in a 50 would be €135 reduced to €90 if paid within 30 days then increased to €300 after 60 days.

Edit 2:
You will get 20% discount from the €300 if it is paid within 30 days of the date on it. :)
I can't find the detail but I think the next stage will be an increase to €1500 when the case gets reviewed by the court.

Euro Parking Collections are in trouble for obtaining/using UK registered owners' details illegally because since the UK left the EU the Cross Border Agreement on exchange of details stoppe

Search EPC and spend an hour or so reading about their naughty activities.  HMG, Watchdog, Which and others have reported on this company.

"This coin was swallowed by the machine"

Did the first £1 coin fall straight through to the coin return slot?  The second coin would then obtain 30 minutes parking when the green button was pressed.

If the first coin was accepted then inserting a second £1 coin and pressing green would get one hour parking

Private parking tickets / Re: PCN from Ocean Parking for Milton Keynes

Do you have (or can you easily acquire) photos of the signage at the site?

This is typical signage at Secklow Gate car parking and well distributed through Central Milton Keynes parking area.

Edit:  the car park locations are usually four figure codes whereas the location on the notice is shown as E 1.1.

Secklow Gate is a length of road sections with off street parking areas.

Do the new smaller yellow ones that look like Marvin the paranoid Androids head give a visible flash?

The latest cameras use infra-red technology to capture images via still photos and video recordings, which eliminates the need for a camera flash, even at night and in bad weather.

Speeding and other criminal offences / Re: Wrong SP code
« on: February 28, 2025, 01:11:54 pm »
SP30 is the code for exceeding the statutory speed on the public road. It is not related to the speed you were or should have been travelling at or what road it was. Here are all the codes:

https://www.gov.uk/penalty-points-endorsements/endorsement-codes-and-penalty-points

You won't be offered another course for three years after the date of the offence for which it was offered, so any speeding infringements until that runs out will attract points and a fine.

SP50 is the code normally used for exceeding the speed limit on a motorway.

I'm conscious we're now 32 replies in, and it's still not clear whether the shop are happy to provide a receipt to use the terminal for people who visit without making a purchase - if they are, much of this debate would probably be moot.

As a Lidl customer in many of their stores my experience is that if one does not make a purchase for any reason the cashier will provide a "receipt" to use at the terminal to log the vehicle registration.  Usually there are many receipts around the terminals which can be used if no is purchase made.

The purpose of using these "registration" terminals is to discourage parking by those who do not use the store. At my local Lidl it is common to see people park and then leave the premises to shop elsewhere then return and enter Lidls presumably to purchase or use the terminal.  Lidl seem to tolerate this.

Is the vehicle a van or motor caravan?

We note the comments made in your represenations. However the photographs show that only one wheel of your vehicle was on the paved/roadway area. In your representations you refer to a tarmacked area. Please be aware that the roadway in this area does not have a tarmac surface.

FFS, Bedford does resort to desperate measures.

A space often used, out of working hours, by cars waiting to pick up passengers from Luton Airport as the road and verge are covered by council DRL cameras

The boundary between the highway and the private property is where the council's double red lines  and the private double yellow  lines meet.

Your vehicle having 8 passenger seats plus the driver is a car and cannot use bus lanes.

With 9 to 16 passenger seats plus driver it is a mini bus.

The Flame Pit / Re: UNINSURED ACCIDENT ABROAD
« on: January 03, 2025, 03:56:03 pm »
Hi, I (UK citizen) was driving a friends car uninsured in Europe over a year ago and got into a minor accident; someone break checked me in traffic and I hit their bumper very slightly at 1mph, this someone then got out and called police. Police came, took our details, drug tested us, and the other person ended up testing positive for drugs and lost their license, whereas I got away Scott free as they could not check my insurance policy since it was a European country. However, the person I hit has now contacted a European law firm to investigate me, they sent me a letter many months ago, and since I did not reply, they passed it on to MIB. MIB have now sent me two letters saying the following:
“We have been approached in our capacity as the UK Green Card Bureau, as we provide a guarantee for British vehicles involved in incidents in Europe.
Based on the information we have been given we believe you were the driver of the above vehicle at the time of the accident, and may not have been insured. Please phone us to advise:
If you were not involved, so we can take your name off our records for this accident.
If you were involved and insured, the detalls of your insurers or the vehicle's insurers.
If you were involved in the accident but had no insurance, how the accident happened.”

What should I do? And Can and will the MIB really prosecute me ?

Please help,

Thank you

Do NOT ask us to conspire with you to commit a criminal offence!

Is there anything in the post to suggest that? [mod edit: perhaps you might like to compare the timing of my post and the timing of the OP's edit of his OP....]

If the op answers yes to the third MIB question what can result??

Uninsured driver hits another car driven by person under the influence of drugs (and subsequently prosecuted) suggests neither car insurer will pay out any claim.

MIB can't prosecute and foregn police failed to take action (seizure) at the time regarding lack of insurance cover for a UK registered car.

Speeding and other criminal offences / Re: Valid insurance not accepted
« on: December 19, 2024, 02:47:30 pm »

The basic question is where the vehicles are registered. Also, are they taxed and MoT'd and declared as permanently exported to DVLA?

A foreign broker may introduce an insurer but if the vehicles are UK registered they can only have insurance cover with a UK insurance company and documents will be in English. This could include cover in other countries if specified in the certificate. Who can drive with cover provided by the policy should be shown on the insurance certificate.
