A little confused, on what grounds should one appeal to London Tribunals? or one should make the representation as described in PCN? if so, what grounds.

@tincombe - you mentioned something about the dates and said thankgodness it is in our favour, how can one take this forward please?

So do I because the adjudicator, correctly IMO, dealt with the issue of liability first. Maybe one day authorities will realise that they may not just pay lip service to the 'Owner Liability' regs. But I won't be holding my breath.

She did so because I brought it up first to get the hearing concluded asap. I did not want to go on about "collateral crap" for ages.

Though not explicitly stated in your Freedom of Information Request, I assume that you are referring to
the removal of the wording “Term-time only” from the blue signage located at the entrance to a School
Streets zone.

1. How long had the old sign (attachment 1) been in place throughout the borough?

The blue signage (in some locations red signage) was installed at existing and subsequent School Streets
schemes from 17 October 2022.

2.At how many locations in the borough?

There were 7 existing School Streets schemes on 17 October 2022.
There are now 29 School Streets schemes across the Borough.

3.The income derived from the same? That is from their inception to the present day.

We can only provide income from School Streets from 01 May 2023.
For this period (01/05/23 to date) £7,967,566.91 has been received.

4.When was the new sign (attachment 2) introduced?

The wording “Term-time only” was taped over during the school summer holiday in 2025. It would have come
into effect on Monday 1 September 2025 when the Autumn term commenced.

5.At how many locations in the borough? (I assume this will equate to 2 above.)

At all School Streets locations.

6.Why was it altered?

The text “term-time only” has been covered up, as whilst the Council thought that it was being helpful to drivers
by including the phrase “term-time only” on signage, to reduce the number of PCNs issued, drivers are telling
us that it is causing confusion. Hence, it was covered over.
There has been no change to the enforcement regime. School Streets are just enforced during term-time only.

7.The income from the same? That is from their inception to the present day.

In this period £2,588,725.53 has been received.

In light of its contents, I invite you to reimburse all recipients of PCNs with the illegal wording, including two of my clients due to perverse decisions by two adjudicators.

Should you not agree to do so, I shall be taking the matter further via an official complaint.

If you are unable to deal with this, please forward it to the relevant department.

Iwas under the impression that the contravention in yellow box cases only occurred if the vehicle was stopped due to the presence of another vehicle blocking the exit.

If this is not the case, then if someone runs out in the road in front of you on a yellow box and you stop, you'd be guilty of a contravention.

Total madness.

So basically, the review process might as well not exist.

Is there any process to sack adjudicators that continue to make basic errors of law ?  Recently we've already seen an adjudicator refuse an appeal re a Yellow Box Junction where the vehicle had perforce to stop on the box to get the gate opened, and not because there was a stationary vehicle in front of it,  (the YBJ NOT being at the junction of two or more roads, yet another error). With adjudicators like this, London Tribunals will soon be a laughing stock for the public, although the councils will no doubt be enjoying the perverse decisions.
