Should I put anything specific in the appeal
Well yes, if you give us the information I'll write a representation for you. Start by telling us what the symptoms were.

Also it's not an appeal at this stage, it's just a representation.

It was due to the pregnant wife feeling sick
Congrats, when is she due? Some medical evidence to confirm she is pregnant could make this a reasonably strong challenge.

@opshelper well yes: firstly parking is not stopping, so you can argue you were stationary for an amount of time that was purely nominal. Stopping on a pavement is not a contravention, only parking is.

Secondly there is an exemption under 15(3)(b) of the Greater London Council (General Powers) Act 1974 "for the purpose of saving life or extinguishing a fire or meeting any other emergency", but you bear the burden of proving that there was an emergency.  What caused your family member to feel unwell and what symptoms did they have?

Also do you have any arguable mitigation, especially anything unrelated to the contravention itself?

There is an arguable defect on the PCN (they have an old ground from the Transport Act 2000 that no longer applies) but on its own it's not much to go on.

Well realistically the signs must be wrong: the yellow plate that says "at any time" has a no-stopping symbol rather than a no waiting one, which can't be right as that would prevent any of the shops from ever getting any deliveries.

@JOJO1209 the discount has expired so at this point you have nothing to lose, you might as well wait for the Notice to Owner, in the meantime I'll get hold of the traffic order. @opshelper how long were you stationary for? and how long were you stationary between the CEO first appearing and you driving off?

The outcome was that after demanding £80 from the appellant, the council ended up having to pay out £84 instead. Whether they will learn their lesson, only time will tell.

After I submitted a skeleton argument the authority DNC'ed the case, so that's the end of that PCN.

Now I realized I should appeal to London Tribunals before registered to TEC.
