You were stopped on a single red line with no Stopping between 7am and 7pm Monday to Saturday.
Loading is not exempted unless in a loading or parking place.

You could have drove around the corner where you can park on double yellow line for loading purpose.

Why did you not drive around?

This may not matter in this case but for future reference that this legislation Simple Procedure (Limits on Award of Expenses) Order 2016 has been updated that expenses are not normally allowed for claim under £300.

It has been increased from £200 to £300.

I would not worry too much.

Even Councils in England cannot enforce PCN for vehicle registered in Scotland.

To reply to your earlier message about unlimited fine for no insurance.

Yes the fine is unlimited however the starting point of fine is 1.5 time of your net weekly income.

The fine would be detucted 33% for Guilty plea.

Plus there is victim surcharge which is 40% of fine Plus cost £90 for Guilty plea.

For Not Guilty plea the cost would be at least £650.

You would have entered Conttolled Parking Zone, yes Sunday is covered 12pm to 6.30pm.

It is risky to assume that it is not applicable on Sunday, yellow line restrictions are now common on Sunday in major city.

The only way if you are near there and you can check to see if the CPZ is properly displayed.

Otherwise you can send a polite representation saying you were not aware of restriction on Sunday and would not do it again.

There is nothing to appeal as you have not been convicted.

As you have recieve no NIP in your name and you can simple just do nothing. If the NIP arrived in your name you must respond who was the driver in question, you cannot reject the NIP.

You admitted you were speeding at 60mph when the 50mph display was lit.

NSL is likely to send a NTO asking for full payment which is not allowed by law.

They should have request the name and address of the driver and let the driver deal with it.

Then NSL is likely to appoint debt collectors which has no powers to enforce the payment.

The time limit for them to raise a Magistrate Court summons is 6 months but they would not do that as they would not get a penny if they were sucessful.

The risk is up to you.

On spot penalty is more like a "deposit" for non GB or NI driving licence holders. The driver is entitled to have the case heard at Court, if he is found not Guilty then this £200 would be refunded.

It is similar when GB/NI driver goes to a EEA/Switzerland country and a deposit would be required to pay on the spot. Not all countries are allowed to collect payment on the spot especially in Eastern Europe.

Extradition treatries are not applicable for offences like mobile phone, speeding, etc

You should have gone to us in first place, the parking companies love to make monies from motorists.

Can you show up the original PCN.

I do not think you have any hope with POPLA.

Banged to rights, pavement parking ban applies the grass verge as well. I can see there is a fence which shows the public highway boundary.

On the link above it says paying by Ringo you do not need to display ticket.

As you have made an informal representation you would have to wait for Notice to Owner in the post then come back to here.

Stirling Council recieve your payment of £98 without lawful authority when your temporary permit expired they should refund you in full or pro rata.

I cannot see if Notice to Owner has been issued because that would be the next step after the expiration of 28 days of Notice of Rejection after informal representation.

If formal rejection has been issused with information about appealing with Parking Tribunal with the Web code on the notice, etc

At most you would lose £100 if the Tribunal rejects you.

But I think Stirling Council might not even consist this.

Each countries in UK usually but not always have different dates for bank holidays and school holidays. How it is defined as it seems to be vague.

Enterprise should has gone to the Tribunal stating there is a statutory ground to transfer the liability to you, they may get costs awarded in their favour as the Council may be wholly unreasonable.

However it is not your problem as you cannot make representations if it is not in your name, Council will not accept your representation unless it is in your name due to GDPR.
