Hi everyone,
Am I right in assuming this PCN is issued incorrectly. Presumably because the officer couldn't find any record of my visitor pass on their system?

or is it because I parked in a pay and display bay, albeit, within the CA-D zone where the visitor pass is valid.

This is where I was parked:

The friend who got the PCN read online that they apparently have to issue the PCN within 2 weeks or something like that?
is that correct?
or does it depend on the company and how they operate and which body they are a member of?

Hi,

I am helping a friend who got the attached PCN.
This is in a large complex car park (Cinema/Gym/restaurants/etc) which is free for 5 hours.
She has have been going there for years.
According to google streetview, they used to be managed by UKPC but it is now by PCM.

The car was parked at night, and on the closer side of the yellow dividers (on the fuel station side). At first she assumed they treat these two sides differently to the rest of the car park and hence was issues the PCN, but the signs seems to be the same throughout the car park.
She has been parking there for many years, but always on the side closer to the cinema. see the attached image.

Another point is that she only got the PCN by post on the 17 December. The PCN was issued on 1/11/20214. Date of notice given: 12/12/2024.

The car is a leased car in her name. The PCN was address to her home address.

Any advice would be greatly appreciated.

Should I appeal it on grounds of genuine mistake and hope they would allow it?

Hi,
Any advice re the below would be much appreciated.

I have two cars added to a blue badge account. I removed one of the cars to add another one temporarily for just one day. I had intended to return the original. But I forgot. Without realising, I entered the congestion charge zone 3 times. I only realised the mistake when I received a PCN for the first one (I am sure the other two will arrive soon).

What are my options? The only thing I can think of to prove it was a genuine mistake, is that the temporary car only entered the cc zone once and it hasn't since.

So that means I can't park at any time, even say at 3am?

if so, why would they specify that between 7-9 there is no limit?
Surely it should be "loading only. 10am-4pm 30 minutes, and at all other times with no limit, rather than specify 7-9pm.

Hi all,

Could do with some help with this one please. I don't now if i stand any chance with an appeal.
The date is back in Feb, and the date of issue is around a month after that (12 March), but I just received this in the post today.

Morning all, 
Just wanted to update people here on this forum of the result of my PCN.
I can happily say that they have allowed the appeal. I feel very happy, not only because of the financial saving, but just the fact that the council was defeated.

All this with massive thanks to the amazing @mrmustard who gets all the credit for this. Despite his busy schedule, he went out of his way to draft all the letters and took the case to the tribunal and did all the paper work. I wouldn't have been able to do it myself, with no experience in this area. and I know for a fact the council would have taken advantage of this. What he offers is truly selfless and I am so grateful for all the help and support he provided with getting this PCN cancelled. Thank you so much @mrmustard:)  :)  :)  :)

In the mean time, do I have to do anything in terms of telling Ealing council I wish to appeal?
and also what are the chances for winning/losing the case?

I managed to find the TEC letter along with another letter from ealing.

Am afraid I don't have the TEC Letter. I most likely have misplaced it.
