Hi guys,

I contacted London Tribunals about the Charge Certificate. They told me they sent a letter notifying Ealing Council of my appeal on 29 September 2026. There was no email notification, and no exact timestamp was available. As the notification was sent by post, it may have taken several days to reach the Council.
I've already uploaded the Charge Certificate to my Tribunal appeal and written to Ealing Council, pointing out that the Charge Certificate was issued prematurely on 29 September 2026 (the final day of the 28-day appeal period) and providing details of my listed hearing. On the Ealing portal, the outstanding PCN charge to pay is £160, so it seems that the Charge Certificate has been cancelled.

Can I ask the Adjudicator to consider whether this premature issue of the Charge Certificate justifies allowing the appeal without a full hearing? Or do I address this at the hearing?

What's your advice, please?
Thank you.

@ Tincombe

Please don’t be annoyed with me — busy mama multitasking. When I read your response, I edited my reply but accidentally left it as a question rather than a confirmatory statement.

What I meant to say was: “So, I should contact the London Tribunals (ETA) to find out when and how the authority was notified.” — not “Should I contact the LT..'' I will contact ETA on Monday.

The NOR from the Ealing Council is here: https://imgpile.com/m/dQH0bug

Thank you both for your response and advice!

I received confirmation of my Tribunal hearing date on 29/09/2026, by email sent @ 1:29 pm.

My concern, however, is that the Council should not have been able to issue a Charge Certificate until 30/09/2026 at the earliest, because 29/09/2026 was the last day of my 28-day period for lodging an appeal.

I am not sure how the notification process works or when Ealing Council is notified that an appeal has been lodged with the London Tribunals. I submitted my appeal on 25/09/2026, but technically I could have waited until 29/09/2026, which was the final day of the appeal period.

So, should I contact the London Tribunals to confirm the date and time the Council was notified?

Also, should I inform the Tribunal that Ealing Council has issued a Charge Certificate dated 29/09/26, which I believe has been issued prematurely while my right to appeal was still open? Shall I add it to my evidence bundle? (I will have to wait until Monday to contact ETA.)

I would appreciate any advice on how best to proceed- many thanks!!

Hi all,

I requested help previously but received no replies. Am I posting this on the wrong thread?

Following my original query, I submitted my appeal to the London Tribunals on 25/09/2026, and my hearing has been listed for April 2027.

However, today I received a Charge Certificate dated 29/09/2026, demanding payment of £240 for the alleged unpaid penalty within 14 days, stating that enforcement action will follow if it is not paid.

I would like to clarify the timeline. The Notice of Rejection sent to me by Ealing Council is dated 28/08/2026 and states that I have 28 days from the date of service to appeal. As 31/08/2026 was a Bank Holiday, I understand the date of service would have been 02/09/2026, making the 28-day appeal deadline 29/09/2026.

I submitted my appeal to the London Tribunals on 25/09/2026, therefore before the deadline.

I would appreciate advice on how I should proceed now. In particular, can Ealing Council lawfully issue a Charge Certificate while my appeal has already been lodged with the London Tribunals and a hearing has been scheduled?

Could procedural impropriety be raised as a ground for having the PCN cancelled, given that the Charge Certificate appears to have been issued while the appeal was already with the Tribunal?

Any advice on the correct procedure at this stage would be greatly appreciated.

Hi Guys,

Please help,

Ealing Council rejected my formal representation. They didn't address any of the points I raised. Also ignored the pictures I provided. Council sent me a standard verbatim letter.
I received a Notice of Rejection, dated Friday 28/8/26 (Monday 31/8/26 was a Bank Holiday. I have 28 days to appeal to the London Tribunal. Please can you confirm when I need to do this at the latest..??

Would this be tomorrow, or Tuesday the 29/9/26?. I don't have my evidence ready yet. Also, do you have any recommendations on what's the best way forward regarding tribunals? (attend in person or Zoom?). Better to have still pictures or video. I don't feel that dashcam video is the best, as the angle is too wide and doesn't accurately represent the driver's view.I have several pictures, and video footage which I need to snip into pictures. I need to win this; in most cases, at the same location, appeals were rejected at the tribunal; 3 were allowed. What's your best advice on this? Obviously, if I didn't feel that strongly about this, I would pay the discounted rate, but I felt it was wrong, as Council takes massive advantage of motorists here.
I would be very grateful for any help and advice- total novice here. I'm very much last minute, as I have been juggling too many things. (I hope I'm in the right section this time posting.)

Thank you!

Hi all,

Help, please- I received a Notice of Rejection of Formal Representation from Ealing Council; my formal appeal was rejected (as you predicted). The Council sent a standard verbatim letter; it didn't address my points at all. The letter arrived by post; it is dated 28/8/26. (Letter received on Tuesday 1/9/26/; Monday was a Bank holiday)

I'm not sure whether the 28 days counts from 28/8/26 for my tribunal appeal or from 1/9/26. I completely forgot about this; I don't think I have much time left to appeal
Also, do you have any advice for the tribunal? Is it better to attend in person or by Zoom? Anything else which might help would be greatly appreciated.
Thank you!

Hi all,

I submitted my formal representation to Ealing Council by email (within the 14-day discounted period) and received an acknowledgement email confirming it had been received.

The acknowledgement states that, to identify my case, they require my name, PCN number, VRM, and address. In my email, I included my name, PCN number, and VRM, but I forgot to include my address.

Do you think this is likely to cause any issues, or should the information I've already provided be enough to identify my case?

Do I need to send another email with my address? I will also be going away in August. Do you know from experience how long it might take for council to respond? I wouldn't want to miss anything important.

Thank you

hi,

Yes, thank you- they are back online today, so I looked at the cases. There are 21 cases listed for appeals; 3 were allowed.

I'm going to send my representation today via email. I'll let you know Council's response.

Thank you very much for this, but I wasn't able to find the case(s) you mentioned above: I followed 'Registers of appeals', but couldn't find the case you shared. (Even by typing the number into the search bar on the top right.)

When I click on 'Access Statutory Registers' (under Register of Appeals), I get 'Service not Available ' every time. What am I doing wrong? Sorry to be a pain, but I tried searching 'Ealing' in the search bar too, but only 4 cases came up, none of which you shared. I'm totally lost.

This is great news, as this is exactly my case, except it isn't a 'no right turn ' sign, but a 'no left turn' sign on Greenford Rd. I think the adjudicator confused them. How did you find that case, please? I tried to find any Tribunals via AI, but didn't come up with anything. How do I search for it?

Today I took some photos.

The "No Left Turn" is completely out of the driver's view when turning from Costons Lane onto Greenford Road. The same applies when turning left from Greenford Road onto Costons Lane—the sign is very high up, making it impossible to read in time before turning.

I also took a photo of the "No Left Turn" sign, but it hasn't come out very well, so I'll need to take another one.

I've attached another dashcam video from today's drive, along with a few additional still photos of the road and signage.

Please let me know if these would be sufficient evidence for the Tribunal.

I've also circled the location of the "No Left Turn" sign in red. It appears to be facing towards pedestrians rather than approaching drivers. I also arrowed my trajectory of driving from Costons Lane- Greenford Rd (right turn). The 'No left turn sign isn't visible from that angle for drivers. It is on a lamp at a weird angle away from the road.

Please share your wisdomous ideas & views- thanks a million!

Very poetic. I get it.

I shall send my appeal and will report back the outcome. I'll have to contemplate my next step. I'm going to start with another dashcam video tomorrow. Nothing would feel better than winning this.

I hope you will help me along the way. If there's anything else you think I should know and prepare for, please let me know

Thank you!

Hi,

Thank you for your reply & patience.

The "No Left Turn" sign is not visible to me when turning from Costons Lane onto Greenford Road. I uploaded my dashcam footage from last Friday's drive home, and the sign doesn't even appear in my field of view.

I'm fairly sure the council will reject my appeal, and I'm prepared to take the case to the tribunal. I genuinely believe this restriction is being used as a money-making generator for the council because the positioning of the sign at the junction of Greenford Road and Costons Lane is completely inadequate. It is impossible to read it safely while making the turn.

In the council's own PCN footage, you can see a child standing on the pedestrian island waiting to cross. If I had turned my head to look back at the sign after completing the turn, I would have been taking my eyes off the road and away from pedestrians, which would clearly be unsafe.

I have no experience with the tribunal process. My understanding is that if I challenge the PCN within the 14-day discount period (the PCN was issued on 1 July 2026), the council will most likely reject my representations but will normally re-offer the opportunity to pay the reduced amount of £80 rather than the full penalty of £160.

What evidence will I need if the case goes to the tribunal? I already have my dashcam footage and intend to record another video, as I drive that route home from work regularly. Do you think poor signage is the strongest argument in my case?

I have also taken photographs of the PCN. Please let me know if you would like to see them.

Based on my dashcam footage, do you think I have a reasonable chance of succeeding? "No Left Turn" sign is simply not visible from the angle at which I approached and made the turn to Greenford rd.I uploaded my dashcam footage from last Friday's drive home in my first post, and the sign doesn't even appear in my field of view.

My question is whether the sign is positioned so that a reasonably careful driver can see, read and act on it BEFORE entering the Costons lane.
Even if I was able to read the sign (I would have to take my eyes off the road), I would have turned by that time and wouldn't be able to stop & reverse back into the busy road. I don't know the technicalities of signs, but surely they should be displayed prominently in the driver's view and in time to make an important decision.

Can I submit my representations to the council by email, together with my supporting evidence (email provided with PCN). I have also taken photographs of the PCN. Please let me know if you would like to see them.

From your experience, if I were not successful at the Tribunal, would I still be given a chance to pay £80,not £160?

What do you think? Thank you!

Can you see it now?

I can't see any sign on Google Maps, as it's an old photo from 2019; I can't see any newer one. The signage was introduced last year. I work at a nearby school and travel this way daily-with one exception: on the day I finished work earlier and drove through the roard @1532.whislt usually I drive through after 4 pm. Restrictions are in place between 2:30-3:45pm. My issue is with the poor signage, which doesn't give you any warning about the restricted zone; only once you complete your turn, but even then, the sign is to the left, very high up

I shared how the sign looks in my original post with the links from my PCN and my dashcam + pictures of the school sign zone I found online.

I googled 'Costons Lane' on this forum, and it seems people have the same issue with the signpost. Someone said on another thread that there is a no left turn sign on Greenford Road. I wouldn't see it, as I drove from Costons Lane, crossing Greenford Road and then turning left onto Costons Lane, where the sign is positioned in a way, that you will only see it once you turn onto Costons Lane

hi,

I was driving from Greenford Rd, turning left onto Costons Lane; no additional signs were seen before my turning. My drive journey was Costons Lane- turning right onto Greenford Road- then a left turn onto Costons Lane.
