Looks like the dates don’t match up! What’s the best way of going about challenging them for it?

The date on it has now updated; it now reads "The amount outstanding on the Charge Notice will increase to £130.00 on Sun, 15 Dec 2024. Please pay £65.00 now.”

I was given the notice on 18/11/2024

Thanks - I can’t seem to find where they display dates - I’ve gone up to the last/2nd last page for both ‘pay now’ and ‘representation’ - what am I missing here?

I’ve also tried finding it on lambeth.gov.uk/mypcn and keep getting redirected to here or to a chatbot

Hello!

I’ve recently been issued a PCN by Lambeth Council for a code 52m prohibition on certain types of vehicle, travelling eastwards from Eastmearn Road onto Rosendale Road. I’ve found it came into force on 19/08/2024 with this ETO: https://www.lambeth.gov.uk/sites/default/files/2024-08/Ref80-MovingETO.pdf

Here’s a link to the location: https://maps.app.goo.gl/JexJMzLQ7uzDnufWA
Street view photo is from 2022, before the prohibition was introduced.

I’d like to see if I have grounds for challenging the PCN for the following reasons:

1. Numberplate discrepancy between the PCN and photos - the PCN is for vehicle SM60 XOK, but the numberplate on the photos reads SM60 X8K on one photo and is unclear on the rest of them.

2. Inadequate signage - there is only one sign there, which from the photos you’ll see can be obstructed from view by a taller vehicle. There are no other signs leading up warning of a new prohibition in force. In addition, the box planters on either side that are often used to indicate LTNs are very far apart, meaning they’re also a poor indicator of the prohibition.

3. Difficult to obey the prohibition safely - Eastmearn road is a very narrow road, and the only place to safely turn around is past the prohibition sign. There is no way of obeying the prohibition without reversing westwards to at least the junction with Dalmore road which would be unsafe due to poor visibility at the junction - does this put the prohibition at odds with this?

The Road Vehicles (Construction and Use) Regulations 1986, 106.  No person shall drive, or cause or permit to be driven, a motor vehicle backwards on a road further than may be requisite for the safety or reasonable convenience of the occupants of the vehicle or other traffic, unless it is a road roller or is engaged in the construction, maintenance or repair of the road.

Here’s a drive link to my PCN and the CCTV images on it: https://drive.google.com/drive/folders/1-168VRncdWf2p9EB9yz4iLhyEAvBYuB2?usp=share_link

Many thanks!
