To be clear it is this end of bus lane sign by the traffic lights, which seem to have separate lights for buses?

There's no defence for any of these three drivers - undercutting traffic like this is tempting but not in a bus lane provided it is properly signed.

There may be something in the PCN or website.

I think the car park name issue also went beyond mitigation but the 6 month is surely a binary decision based on the legislation.

Keep checking with TEC - say again in 2 weeks. You don't want to miss the order for recovery and you don't need it to file a statutory declaration that you didn't get the rejection, only that you know it's been raised.

Yes you must attend the hearing in some way. They also do Microsoft Teams.

Well don't say when you parked - just that you parked there with no sign and you believed the bay was unrestricted.

Attach your hopefully not time stamped picture saying you took the precaution of keeping a record that there was no parking restriction.

That's much better. There are tribunal cases where this type of scenario at this length of time has been allowed should the council be unpleasant. A tough adjudicator could have sided with them on not using the phone line but you did try that too so I think you should see this off.

What is the PCN contravention. We're in the dark without the PCN, your challenge and their rejection.

So you've had two of these - this is outrageous. I really don't think Westminster has any authority to hound people at charge certificate stage with a bailiff.

Call the Traffic Enforcement Centre tomorrow and see if the debt has been registered against the PCN. Not getting a rejection gives you an automatic referral to the tribunal - did you make reps as per their instructions?

Have they got the right name and address.

It's an informal challenge at this stage and your draft is a bit confrontational - I would tone it down to be more about making every effort to register the session under the circumstances of the appointment and it was duly delivered according to the timeline.*

* A bit of humour can sometimes work wonders.

Let's see TFL's rejection. Sounds like they are being unreasonable especially as I presume you weren't aware until the first PCN came by which time you had many others.

A 2013 diesel wasn't likely to be compliant though - what happens when you check with the personal plate now if anything? Do you have any records of compliancy?

Yes you are someone we advise people who get a PCN with the wrong VRM to take care of and tell the authority to stop them issuing an NTO to the wrong person.

Do the reps online and enclose a picture of your car showing it isn't the one in their evidence.

You should say why you parked there - I presume you had to assist a heavily pregnant partner into the hospital and you could hardly hang about at the car waiting for service.
