Without the PCN we can't see if there was observation time recorded on it but their rejection says there was 7 minutes observation, which is too long to get out of this unless you can come up with something convincing.

You could also ask them what traffic management purpose is served by enforcing this alleged contravention in an end of row bay by a resident.

The PCN was correctly served at way over 10 min grace.

I take it you are looking for a fault on the PCN - someone may spot something.

Did you challenge the PCN before getting the NTO.

Anyway no discount so you may as well register the tribunal appeal. No point in paying. Opt for a telephone or online hearing.

Did you complete the parking session. You are allowed time to do this but adjudicators judge wheter you were properly engaged in this on each case and how long is reasonable in the circumstances.

Post the PCN.

Then you should say that you returned immediately to the car as you were aware your responsibility was to move it, and you found a car park nearby.

You could also say you were working as a xxxxx and always diligent about parking legally but on this occasion was briefly misled about the permit.

That's one of the most ridiculous things we've seen - that time to print and serve is an extra minute....

You are right - the PCN could not have been issued until its time stated 08:41.

Are you the keeper and is the logbook up to date with correct address.

This raises a point I don't think we've considered before - that you swapped driver so the second driver wouldn't have been aware of the entry signs or the sign just beyond where you turned.

So it's a PPA. It's a bit strange having one starting part way on a road that also has a CPZ.

It looks to be well signed with entry signs on both sides and repeater signs.

The only thing I can see to question is the order establishing it as it doesn't appear on their order map.

Redbridge - did you get the free 1 hour session?

I think RingGo allows you to change the VRM within a certain time - post the evidence you couldn't.

Pictures aren't needed to enforce parking contraventions but you can win appeals if you put doubt in the adjudicator's mind that the signage was sufficiently clear on the day.

What did you see or not see?  Why did you park there?

No one forces anyone to park without paying or to drive through a restriction and to say there is no traffic management purpose in say cutting down on rat running may want to tour the 25,000 or so low traffic measures in the UK to wonder why they are there.
