Thank you. I have submitted the challenge.

2
Good morning.

Should I now make a representation and choose "The traffic order which is alleged to have been contravened was invalid" ?

3
No, absolutely not. I thought the LA had made another blunder by not offering me the 14 day discount.
What should I say in my appeal now?  IMO I parked outside the permit holders only restriction and still got fined. The traffic warden's reason that I was parked on a pavement is not acceptable as all permit holders park on the pavement of that road during restricted hours.

4
Is there a reason why the 50% discount for making payment within 14 days not offered this time round?

5
The new NTO has been sent to the new address.

6
Hi tincombe and Incandescent  , what should I do now?

The Flame Pit / Re: London councils & TfL revenues from PCNs
« on: September 15, 2026, 11:45:29 pm »
It scares me to drive these days. Councils also seem to suddenly introduce speed limits or signs and if you have been driving on the same roads for years, you get caught out.

9
The NTO from the council has arrived by post today. Would you like me to post the letter here?

10
On the TE9 form, I chose "I did not receive the Notice to Owner / Penalty Charge Notice"
On the council's website, the fine has now been reduced to £140

11
Good morning.

I have recieved a letter from the county court today instructing LBBD to cancel the charge certificate.

It is bewildering that a letter takes 10 days to arrive! Wasn't 2nd class a 2-3 days service?

12
Thank you both.

I have submitted both TE7 & TE9 to tec@justice.gov.uk

13
TEC has said that the PCN has been registered on 30th July.

I have checked with my tenant and the OfR has been sent to the previous address!
Looking at the letter, it may have been posted on 4th August. There were other usual How to pay pages and TE9 form attached too.

14
Should I send the TE9 form to TEC before I get my hands on the OfR?
As far as I remember, there was a 10 day or 21 day rule.

15
I think a bit of a recap is required at this point :

7 Feb - Traffic warden issues fine
20 Feb - Informal challenge submitted
4 March - Informal challenge rejected
I keep waiting for letters in post and nothing arrive.
Then, I check my V5 and see that my address is that of my other property from which I moved to my current property this year but  thought I had updated it!
Unknown date - NTO sent to other address, this has been binned by tenant
6 May - Charge certificate sent to other address, this was retained by tenant
12 May - Updated address with DVLA. New V5 rcvd shortly after
22 May - Informed LA to update address
12 June - General letter / payment reminder from LA to correct address
30 July - PCN is registered with TEC
18 Aug - I phone TEC and they inform me when PCN was registered with them and email me TE9 form

"notified the council of your change of address for correspondence"

"they sent documents relating to the PCN to your new address"

I will ask my tenants at my old address if the OfR has turned up.
