How did you pay? There is a large information board right next to the payment machine, which (at least according to the Google Earth picture) says that "A penalty charge may be issued in the following circumstances"...

The sign (contract) says that to park (for free) you "must enter your vehicle registration using the terminal in store". No mention of receipts, or how you qualify as a "customer".
If they prevent you from entering your vehicle registration because you don't have a receipt, isn't that frustration of contract or something?

I received an initial letter saying I could pay £200 fine and take 6 points unless I had 6 or more points. A month or so late in August 2023 I got a follow up letter with the same offer saying that I had not responded to the first letter.

Did you reply to the "initial letter"
Did you reply to the "follow up letter"
Have you replied to ANY letter?
Can we see the text of your replies (if any)?

You really are making it difficult for us to understand the exact position that you are in!

your registration is still visible on IMGUR - Horizon sneakily repeat your reg (and PCN number) on the black "How to Pay" line toward the bottom of the parking charge notice!

OP,

the PCN number and car registration are still visible on both the front and back of the PCN.

Look at the "How to pay" sections with a black background (2 of).

I think that they sneakily do this on purpose, as quite a few people miss it (i almost did on my now cancelled Horizon PCN)!

Well a couple of hours ago i received a reply from Horizon Parking (after around 4 days)...

...so many thanks to b789 and The Rookie for their replies to this thread, and to the others around the forum who suggested various PoFA appeal wordings.

I must admit that i am surprised how quickly Horizon backed down, especially as they must have spent a few quid requesting my details from the DVLA plus the cost of postage and printing. Gotta give them credit for not trying to drag things out!

Time for a celebratory beer ;)

b789, thanks for confirming that it is non-PoFA compliant - i'll use the standard text when i reply to them.

I wish that i had time to take it further, but at the moment i just want it out of the way. I am surprised that they have sent me a non-compliant letter, as other posts are suggesting that they are starting to "get it right" (although in my case, a double-dip should also get it cancelled if they get stroppy).
