Private parking tickets / PCM PCN – No Permit – NW7 Morphou Road Millbrook Park/Ridgemont-Mill Hill Estate, Barnet

Hello,
I hope everyone is well.
I seek advice to appeal 2 recent Postal Notifications of ‘Parking Charge – Notice to Keeper' PCN letters received last month for parking in the same place: the first PCN issued on July 18th at 10:46h, and the second PCN issued on July 20th at 14:21h. The vehicle was parked for an extended time and received a 2nd PCN a couple of days later, having been stationary during that time.
The driver parked the car on Morphou Road in Barnet, a road contained within the privately-managed Millbrook Park /Ridgemont Park estate in Mill Hill managed by PCM. As a parent of the local Millbrook Park primary school, I am aware that Morphou Road is exempt from parking charges (despite what posted local signage by PCM states). The driver has parked here many times before and never received a PCM, and no cars along this road ever display parking permits. As well, there are no painted road markings or bays in this part of the estate, so it seems the PCN was issued in error, perhaps by a junior operative who is unaware of these rules.
Here is PCN and photographic evidence regarding PCN 1 of 2 (43850777):

Here is PCN and photographic evidence regarding PCN 2 of 2 (PC43851033):

Here are images the registered keeper took, to give wider context of the area:

As well as Google Maps’ imagery:

The PCM signage nearby indicates that vehicles must display a parking permit to park anywhere on the estate, though it is impossible for a non-resident to access a parking permit. Here is the signage:

I wonder if the time codes of PCM’s photographic evidence may be noteworthy as their operative first photographed the car in each instance <10 minutes before the close ups of the car?
As well, on the second PCN, the colour of the vehicle was incorrectly recorded as “grey” (not black), so wonder if this may be a technicality to help dispute the PCN?
Finally I wonder if there are regulations about one vehicle receiving more than one ticket when clearly the vehicle has not moved in the meanwhile?
I would be very grateful for any help or advice that may be offered. Thank you in advance
I hope everyone is well.
