Afternoon

Bit of history.......driver already received a previous and different PCN for exactly the same vehicle, location and circumstance, albeit 5months earlier.  On that occasion, these FORMAL REPS were submitted against the Enforcement Notice and Redbridge subsequently cancelled the PCN.

Winding forward to more current times, driver received another PCN(redacted) to which a slightly more terse INITIAL CHALLENGE was submitted.  Redbridge have declined to cancel the PCN (see INITIAL REJECTION) and I'm willing to accept that on this occasion, they might wish to see evidence of the fare/ride job card, for which a screenshot from the app will be duly provided.

CCTV footage and GSV

However....
  1)  Redbridge have completely disregarded and then incorrectly contended my point about licensed minicabs/PHVs being able to cross/stop in bus lanes to pickup passengers on the kerbside; [The website link provided no longer exists];
  2)  I'm not willing to provide evidence (i.e. the vehicle being a TFL licensed PHV) which Redbridge can easily verify themselves on the TFL website, a link to which I've already provided.  If they want money, they should work for it;
  3)  any legislation for the '10 days' in the 5th paragraph?
  4)  I'm also reluctant to send any information to an individual Redbridge employee's email address.  Am I being too cautious? and
  5)  the 6th paragraph says payment within 14days "from the date on this letter".  Shouldn't it be 'date of service' or does that only apply to the formal PCN, EN or NoR?

Thoughts, comments, advice welcome.

Thanks - NTIAEP

PCN(redacted)

CCTV footage

As is evident, the driver took a right turn from Barney Close onto Charlton Church Lane.

Anybody familiar or near to the area that can confirm whether there is a bus lane advance warning sign on Barney Close?

GSV from Jun2025 doesn't show any and CCTV footage suggests a sign facing only oncoming traffic approaching on Charlton Church Lane.

I see on the forum that this location has already been successfully appealed using various grounds. It is a 'hire/lease car' which adds another dimension/nuance, but will initially challenge simply on the basis of insufficient signage.  Any other thoughts before I do so?

Hello folks!

Redbridge

PCN (redacted)

CCTV Footage

GSV

My proposed reps to Redbridge are:

/////////////////////////////
1) the alleged contravention of ‘34j – Being in A Bus Lane’ did not occur due to the following:
  a) The exact locus of the alleged contravention is not stated in the PCN;
  b) a Bus Lane only becomes effective/enforceable where the white solid line starts;
  c) I put to you strict proof that the vehicle encroached beyond the solid white line as let alone ‘de minimis’, the vehicle alleged didn’t even pass beyond the section where  the white solid line begins. If anything, the vehicle began to reverse prior to that and was only delayed by and due to safety concerns of other vehicles passing behind it; and
  d) full and extended CCTV footage rather than a misleading shortened clip (as is the usual ploy of Redbridge parking enforcement CCTV operators), would corroborate the above.

2) in light of the above, cancel the PCN;

3) be forewarned that should you not cancel this PCN, I will be taking this matter to tribunal and making a request for costs.
/////////////////////////////

Feedback/thoughts welcome.

Thanks - NTIAEP

Salutations to all from me.

and "When it rains...it pours!!!" springs to mind.

Have received another PCN, this time for the above-mentioned alleged contravention.  Details are:

PCN

CCTV footage

GSV

Will be submitting initial reps along the following lines:

1) using @Hippocrates argument of missing mandatory language pertaining to "...Para. 4 (8 ) (v) of...."
2) tree foliage on the nearside along with height of the signs did not give a clear and unrestricted view of the said signs;
3) no advance warning signs with the enforced times, just the following (see pic).  Is this a valid [regulatory] argument?

Can't use the "Term-time only" get-out clause anymore as most (not all!!) have been taped over.

Thoughts/opinions please before I shoot it off to Redbridge council.

Completely missed the sign as I was distracted by the person I was picking up on the corner.

Spot any discrepancies with this PCN or begrudgingly just cough up the discounted ransom of £80?

Thanks in advance again.

Afternoon All

Nothing against you folks, but I'm frequenting this forum more than I'd like to and find myself here again  >:(

The below should be self-explanatory.....

Redacted PCN

CCTV Footage

GSV Link

....and shall be submitting the following reps via email as the Redbridge website isn't working properly:

////////////////
Received the attached PCN.

Tried to submit representations online but unable to do so due to technical issues with the LBR website, i.e. the “Enter Representation Details” button doesn’t work.  Hence, this email…..acknowledge receipt.

The representations are as follows:
- The CCTV footage shows that the exit of the yellow junction box (YJB) was clear when the vehicle entered it, i.e. the vehicle was NOT forced to stop in the YJB because of stationary traffic;
- furthermore, it also shows that the vehicle stopped only briefly in the YJB when there was sufficient space to move forward and clear it, should the driver have wished to do so;
- the alleged contravention of ‘31j – Entering and stopping in a box junction when prohibited’ did NOT occur;
- cancel the PCN;
- be forewarned that should you not cancel this PCN, I will be taking this matter to tribunal and making a request for costs.

Any feedback/advice before I press the 'Send' button?

Thanks in advance.

Circumstances:
PHV (minicab) driver dropping off passengers. Simples.

Given the below, any thoughts before a similar succinct response is sent to Redbridge.

PCN redacted

GSV link

https://tfl.gov.uk/info-for/taxis-and-private-hire/parking-information

Note: PCN reissued and received in the hirer's name as the vehicle was on hire at the time of the alleged contravention.  However, been reliably informed that according the regulations, the hire company should not be able to assign the PCN for a bus lane contravention.  Not sure how this clashes/tallies with the boxed text on pg1 of the PCN.

Not to hijack the thread, but under what circumstances/criteria would costs be awarded?

Otherwise it's always as per what @Phantomcrusader says above, i.e. for councils, it's either win or nothing to lose.  Surely the adjudicators have acknowledged this?

Or is it the case that if costs were awarded more frequently, councils would accept more reps, less cases would go to tribunal and the adjudicators would be issued a P45.

The Flame Pit / Where/when does a "no u-turn" sign become effective?
« on: July 02, 2025, 11:13:17 am »
Hi All

Firstly, apologies if this is in the wrong forum (Admins please feel free to move accordingly).

Q:  Where/when does a "no u-turn" sign become effective?  As soon as it becomes visible, from the signpost onwards to which the sign is affixed or does it all boil down to the TMO that is in effect?

Hello once again to all fellow forum members!!

When it rains, it pours!  Already have 2 other PCNs currently in play.  One which I'll probably pay after receiving the NTO (but still under advice so may contest), the other will be going to tribunal.

Have since received another 2 different PCNs (unrelated to the above-mentioned) for the same alleged contravention in exactly the same location, each 18mins apart.

To summarise, I volunteer for a local religious institution/charity (and which I was doing so at the time) as a result was told that I'd be put on an exemption list.  Unfortunately, due to an administrative oversight, this didn't happen and the rest is history.  The charity will see whether the PCNs can be cancelled, but in the meantime the details for both are as follows:

PCN_AF30857967_redacted

PCN_AF30858289_redacted

Don't think there is much more to add so your collective thoughts/advice is welcome.

P.S.  I get the feeling that ever since I had 2 appeals allowed at at a rehearing towards the end of last year, I've upset the CCTV operator at Redbridge Parking enforcement. >:(

Hello Again.....it's like buses.  You wait ages for one and two arrive at the same time.

So received another PCN in the past few days, this one via the post.  Details are as follows:

PCN No: AF08832144 (redacted .pdf available here)
Vehicle reg: SAF17A

Sep2024 GSV link

https://my.redbridge.gov.uk/parkingpcn/review

Angle of video footage does not provide anything meaningful as to the exact position of the car and you'll see from GSV that the 'bottom' section Bus Stop markings have also been deliberately 'erased' (which is still the case).  FWIW, I deliberately parked it there knowing that the Bus Stop isn't properly marked out and even then, the front wheels wouldn't have encroached the original road markings.

In addition, the PCN states location as: CRANBROOK ROAD (D)
which leads me to the following thread on FTLA CRANBROOK ROAD (A) - appeal allowed which was successfully represented by one of the forum wizards.

Unless advised otherwise, I'm just tempted to respond by simply saying that the alleged contravention didn't occur without providing any further detail.  In my initial representation, I'd also like to state that if LBR refuse to cancel the PCN, I'll be taking it to a tribunal and will be requesting costs.

Your advice/thoughts?

Thanks in advance - NTIAEP

P.S.  Can anybody please teach me how to download or find the link for the moving video from the LBR parking website?

Hi All

Looks like I've become a cropper on this one, but thought I'd check in here before at least putting a representation in and then coughing up the dough.  Won't say too much as don't want to incriminate myself, except that in the rush looks like I completely missed the big yellow thing and even used the RingGo app to park.  Returned to the vehicle shortly thereafter to see a nice gift attached to the windscreen.

Thoughts or any suggestions?

Good Afternoon all

I won't waste my time and energy in having a rant at Redbridge council.

Currently don't have a redacted copy of the PCN, so will post when I can.  In the meantime, details are as follows:

PCN ref: AF9860190A
VRN: SAF17A

Location/Direction Junction of High Rd(Ilford) & Cricklefield Place (Westbound)

I'm very wary of the 'No U-turn' 'For 110 Yards' signs that you can see in the GSV, so in order to head back in the opposite direction (i.e. Eastbound) to then take the left turn up Aldborough Rd South (you can't take a right turn into this road when heading West), I either:

1) take a left turn into Cricklefield Place, perform a 3-point turn further down this road and then exit it by taking a right turn; or
2) take a right-turn into the private carpark of RGB Electrical, making sure that the vehicle completely leaves the road/pavement and fully enters the carpark. Entirely within the bounds of the carpark, I then either:
  a) perform a 3-point turn;
  b) turn the vehicle round in one continuous movement;

and then exit left out of the carpark whilst either:
  i)  having to give-way to pedestrians/other vehicles; or
  ii) in their absence, again in one continuous movement without stopping.

In this instance, the video evidence (which I can't save) provided by LBR shows b) ii) as referenced above.

Your thoughts/advice very welcome.

Regards - NTIAEP
