Civil penalty charge notices (Councils, TFL and so on) / Kingston on Thames, Clarence street, stopped on a restricted bus stop or stand

So the driver of the vehicle stopped at a bus stop to drop off a disabled passenger and carer for a gig in at a local venue, only safe place avaliable was bus stop, vehicle is a motability car with blue badge registered to the driver, can it be contested?
