Private parking tickets / ECP 14mins stay no valid PBP session purchased

Driver stopped asap to attend to 4 month old baby passenger they thought it would be quick stop so didnt look for parking conditions. on site for 14 mins.

Helping an elderly friend.
They went through tunnel southbound in morning and northbound in afternoon. both on 22/6

they tried to pay online next day. Tfl website offers Auto pay, online or phone. Blatant pushing towards Auto Pay.
They are likely to use tunnel frequently so opted for Auto pay, especially as they live in a discount option borough. Opened account and got confirmation from Tfl within the 3vday payment window.
Yesterday, the 5th received PCN for non payment of northbound crossing. (the 2nd if the day)
PCN dated 28th. 7 days after issue date.

Is there an avenue for appeal?

apologies if this should be in have I been caught but in essence we already have.

Wife (RK) got ULEZ autopay statement showing 2 zone entries. however the vehicle is a new phev and compliant. the issue is (as we've seen before) the application of a private reg. that reg previously applied to a non compliant vehicle.

I (she) emailed tfl stating the vehicle was compliant and pointed out that their system data was wrong and that a DVLA check would confirm this. Also that the charges dropped without delay and BEFORE the funds are taken from the bank.
They replied stating they not only need to see the new and previous V5's but all FOUR pages of both and the letter from DVLA confirming transfer (which was attached to previous email)
I (she) have replied asking why such excessive or indeed any evidence needs to be supplied in any case, when the required information can be accessed from DVLA.

awaiting their response.

The payment is due within days, not sure canceling the DD will work but if payment withheld I assume a fine will follow.

Should I just supply the info requested or stick to my guns?

Private parking tickets / Barnet hospital drop off zone Parking Eye

RK recived this invoice from Parking Eye. the driver was picking up patient from Barnet Hospital drop off/ pick up zone which allows 20mins free. pcn alledges 3min overstay at 23mins.

Bypassed PALs and gone direct Royal Free parking. awaiting reply.
stated that photos are of vehicle on roadway entering and leaving but not parked. Also that the area is very busy and drivers can be caught waiting for cars to move or park for some time.

I doubt I'm the only one to have noticed the significant number of newbies who fail to read or even notice the "Read this first" sticky.
It's quite annoying that this needs to be pointed out to them.
is there any way of making it more obvious to a newbie? such as linking it to the first post of a new thread maybe as a pop up or banner or the like?

The Wifes auto pay failed to pay yesterday. So this morning paid manually but accidentally paid a congestion charge instead of ULEZ.
She then paid the ulez charge for the month. got the auto pay up and running again.

reviewed payments and clicked CC it says "amend" or "refund"
refund... sorry refund not available.
thought maybe change date from today to future and then reapply.
date changed £2.50 kerching. it then said you can change the date "you can also get a refund" tried again, sorry refund not available.

phoned tfl. said I have screen shots of the statement that I can get a refund. she said sorry no.
so a mistaken payment, not refundable, add amendment cost, not refundable, statement saying get a refund.. not refundable.

now going to make complaint which I suspect will be a waste of time.

question. Are these terms "fair"
are they in breach of the consumer rights act 2015 in any way?
