The enterprise letter is a letter of authority it says it gives the council permission to speak to the hirer directly to challenge it. Is this enough with the contract?

I have a receipt to show they are charging me the fine. If this is not enough, I can email Enterprise and ask for the contract of hire, as strangely, it is usually emailed to me, but I can't find it.

Ah I thought Enterprises last response to me told me it gave me authorisation to make representations, I thought that was enough to go to hounslow to pay the reduced cost.

I couldn't pay the reduced cost as it was too late by the time Hounslow sent it and I saw it.


I am not trying to avoid Enterprise collecting just not at the higher amount, can't login so can't see where they are trying to collect from. I did say originally I do not want this to go to balifs.

If enterprise refuse to give me the contract I sill wrote to the council and declare yourself as the hirer.

I am locked out of my enterprise account because they couldn't take the payment. If you mean the contract I signed it is liklely in the account. I will scheck my email. If can't find it I assjme the lettertenterprise wrote to me recently is not enough evidence to send?

Thank you I read your post #8 again don't think enterprise will care but it is worth a try. But will wait for now because you said in #8


1. they might copy you in to correspondence addressed to the council notifying them that you are authorised to act for Enterprise.

They didn't copy me in but have stated in an email to me that I was the person hiring and I have authorisation to make formal representations. I think this means to appeal again, but as it has been paid by enterprise (not collected yet by me) can they reissue me with the original reduced rate as they said I don't have authorisation to appeal. Not sure what account enterprise is trying to collect from but it is empty, but don't want it to go to balifs whilst I wait for a reissue, but  £110 is a lot less painful than £190

You said it is unlikely to be accepted as a mitigating factor by adjudicators which is a shame as I would have tried.

My mistake with dates thought they sent it straight away to enterprise so they could have paid the reduced rate.

If I can wait for reissue for it to be out of time is it 6 months from original date of infraction or 6 months from when they send NTO (Enterprise).

Or will the council not reissue as it has been paid, forgot how that works. Thanks so much

Thanks, but my issue isn't with liability it's the more expensive cost they paid when they were notified in good time.

If the council do not resend in my name in  6 months for me to formally appeal could I challenge it then still when they reissue. But can't di that if I challenge the amount with enterprise

Just a few things you may ask.

* Full rate is £160 reduced is £80
*Admin charge is £30
* Notice to owner was sent two days after this happened to Enterprise so could have paid the reduced rate.

Just reading again that I can make an appeal when they send the NTO in my name which iv'e not received and there is a chance for further appeal after that if I am not happy with the results. I assume you will say it is not worth it

Hi all,

Right want to do this with very little headache as enterprise tend to go around and circles.  Enterprise have sent me the fine but I thought that I had a chance to pay every juice rate set.Am I confused as to why I would be paying the full rate. Is there a better way to approach this with them because I know it is going to be a headache, but they usually pay the reduced amount so i'm very surprised.

So wait for enterprise to serve me notice then the council in turn.Them appeal again, get told no again then pay. With emergency parking how can you appeal the decision?

I went to see my mum who has mobility issues and a blue badge issued by Hounslow Council (HC) and my brother who is autistm and had to park like this as I was due to take her out for the weekend (I have evidence of bookings) but she she was feeling unwell. She has has multiple health issues, gp and hospital visits quite frequently. My mum lives at the adresss in question, so I parked like this in an emergency. There  was space on the pavement for someone in a wheelchair or pushchair to safely pass. The pavement is wide and much bigger than it looks in the picture.

My brothers and sisters cars are there and they cannot move anymore to give me space and they were not home anyway so they were unable to to move their cars. What you cant see is a huge telephone post in front of the drive so this is the only way for me to park and reverse safely.

 I needed to take my mum to the hospital and it takes her a while to safely get in and out of the car. I had my brother with me too and he has no independent road safety skills as he has autism. The road I reverse into is very busy so need time to get them both in safely and this is the only way.

The main road is narrow and buses and cars pass on either side, and there are cars parked at the side of the road and they need to stop to pass. I once parked sideways on the pavement on the dropped kerb but it blocked traffic. In the picture taken there is a car parked across the road so I would have blocked traffic and this was my only option in an emergency There are cars parked down there Benedict Drive and along hatton road, you have to stop before that road or you can't manouvere out safely as usually and on that side of the road there are cars parked immediately after or you can't get out. Cars can get by  if I parked on the dropped kerb but not double deck buses which frequent this road.

There is no pay and display and the other place to park across the road had no space as that is my only other option.

I saw someone as I came out but was too late as I didn't realise I was getting a ticket he had a hi vis jacket. The time I took the picture was about 5 minutes or so after leaving the house. He must have seen me and my mum coming out of the house but she walls slowly with a stick and physical support from me, she cannot go out alone independently.I took the picture about 5 minutes after my mum was in the car it was really hot so couldn't leave her and chase the guy.

Can I ask for discretion to cancel this PCN as I tried to park safely in the drive in the designated parking place  and it was a medical emergency.

Hey all

Got an overwhelming no to my appeal. Do I now wait for them to write with a new fine via NTO notice and hopes it times out or just pay. I think when appealing I may have said I was tbe owner but it is clearly a rental. Would that make any difference?
